dc.description.abstractZa održivo upravljanje (ublažavanje negativnih efekata i prilagođavanje) klimatskim promenama, u šumarstvu i povezanim sektorima, potrebno je uspostavljanje odgovarajućeg sistema podrške i saradnje, kako bi zainteresovane strane aktivno učestvovale u upravljanju. Pri tome, zainteresovane strane u šumarstvu i povezanim sektorima (zaštita prirode, životna sredina, energetika), imaju različite interese, uticaj i nadležnosti na nacionalnom, regionalnom i lokalnom nivou. U tom smislu, cilj istraživanja je obuhvatio proučavanje okvira (strateških, zakonodavnih i institucionalnih) i mera podrške za upravljanje klimatskim promenama u šumarstvu i povezanim sektorima, identifikaciju i klasifikaciju zainteresovanih strana, kao i izučavanje njihovih interesa i uticaja. Takođe, cilj istraživanja je bio i utvrđivanje oblika saradnje zainteresovanih strana u upravljanju klimatskim promenama u šumarstvu i povezanim sektorima. Istraživanje je, u teritorijalnom pogledu, bilo vezano za 11 šumskih područja i 3 područja nacionalnih parkova, kao i pripadajuće opštine na teritoriji Srbije (bez Autonomnih pokrajina). Primarni podaci su prikupljeni sprovođenjem intervjua sa donosiocima odluka i ekspertima iz javnih institucija u šumarstvu i povezanim sektorima, predstavnicima javnih preduzeća (javnih preduzeća za gazdovanje državnim šumama, javnih preduzeća nacionalnih parkova, javnog preduzeća za gazdovanje zaštitnim šumama), lokalne samouprave i civilnog sektora (nevladine organizacije). Sekundarni podaci su prikupljeni iz strateških i zakonodavnih dokumenata u šumarstvu i povezanim sektorima, kao i publikovanih i internih izveštaja, statističkih godišnjaka, koji se bave pitanjem upravljanja klimatskim promenama, ali i saradnjom zainteresovanih strana u ovoj oblasti. Rezultati istraživanja ukazuju da strateški i zakonodavni okviri šumarstva i povezanih sektora u Srbiji, ne prepoznaju u dovoljnoj meri ulogu organizacija javnog i civilnog sektora na nižim nivoima upravljanja u identifikaciji lokalnih problema i izazova nastalih usled klimatskih promena. Javna preduzeća u šumarstvu i povezanim sektorima, u okviru svojih nadležnosti, imaju za sekundarni cilj upravljanje klimatskim promenama. Zainteresovane strane na regionalnom i lokalnom nivou, imaju i znatno niži uticaj u upravljanju klimatskim promenama u odnosu na one sa nacionalnog nivoa. Stoga, uočena je umanjena mogućnost zainteresovanih strana sa nižih nivoa upravljanja da učestvuju u odlučivanju i primeni različitih mera podrške koje su u vezi sa klimatskim promenama. Iako rezultati istraživanja ukazuju na postojanje 7 oblika saradnje, ustanovljeno je zanemarljivo učešće zainteresovanih strana iz civilnog i privatnog sektora u pojedinim aktivnostima. Pored toga, ustanovljeno je da sistem za razmenu informacija o različitim aktivnostima u vezi sa klimatskim promenama ne postoji. Takođe, rezultati istraživanja ukazuju da ne postoji organizovan sistem za sprovođenje mera podrške za upravljanje klimatskim promenama. Na osnovu definisanih rešenja u okviru elemenata konceptualnog modela (unapređenje strateških, zakonodavnih i institutionalnih okvira i mera podrške za upravljanje klimatskim promenama, kao i unapređenje saradnje zainteresovanih strana), date su osnovne postavke za organizaciju sistema podrške i saradnje u uslovima klimatskih promena, na različitim nivoima upravljanja. Predloženi model, kroz rešenja unapređenja svih elemenata i njihovu povezanost, pruža uslove za prepoznavanje uloge zainteresovanih strana sa regionalnog i lokalnog nivoa u odlučivanju, kao i uvećanje međusektorske saradnje u upravljanju klimatskim promenama. Osnivanjem među-mrežne organizacije, uspostavljaju se uslovi za uključivanje zainteresovanih strana sa regionalnog i lokalnog nivoa u definisanju i primeni mera podrške za upravljanje klimatskim promenama.sr
dc.description.abstractClimate change governance (mitigation and adaptation) in forestry and related sectors requires a system of support and collaboration that allows stakeholders to actively participate in the governance process. At the same time, stakeholders at national, regional, and local levels have different interests, influences, and competencies in forestry and related sectors (nature conservation, environment, energy). In this sense, the aim of the research includes the study of the framework (strategic, legislative and institutional) and support measures for climate change governance in forestry and related sectors, the identification and classification of stakeholders, and the study of their interests and influence. The aim is also to identify the forms of collaboration among stakeholders in climate change governance in forestry and related sectors. The study covered 11 forest regions and 3 national parks in Serbia (the territory of the Republic of Serbia without Autonomous Provinces), and belonging municipalities. Primary data were collected through interviews with decision makers and experts from public institutions in forestry and related sectors, representatives of the public enterprises (public enterprises for state forest management, public enterprises national parks, public enterprise for management of the protected forests), local self-government and the civil sector (non-governmental organisations). Secondary data were obtained from strategic and legislative documents of forestry and related sectors, as well as published and internal reports, statistical yearbooks, dealing with climate change governance, and stakeholder collaboration in this area. The research findings show that the strategic and legal frameworks of forestry and related sectors in Serbia do not sufficiently address the role of public and civil society organisations at lower levels of government in identifying local problems and challenges posed by climate change. Public enterprises in forestry and related sectors have climate change governance as a secondary objective within their competencies. Stakeholders at the regional and local level have significantly less influence on climate change governance than stakeholders at the national level. Therefore, stakeholders at lower levels were found to have fewer opportunities to participate in the decision-making and implementation of various climate change support measures. Although the research findings indicate the existence of 7 forms of collaboration, it was found that the participation of civil and private sector stakeholders in certain activities is negligible. In addition, it was found that there is no system for sharing information on various activities related to climate change. The research findings also show that there is no organised system for implementing support measures for climate change governance. Based on the defined solutions within the elements of the conceptual model (improving the strategic, legislative and institutional framework and support measures for climate change governance, and improving stakeholder collaboration), the basic framework for organizing the system of support and collaboration for multilevel climate change governance was established. The proposed model, through the solutions contained in its elements and their linkages, creates the conditions for the recognition of the role of stakeholders at regional and local levels in decision-making, as well as for increased cross-sectoral collaboration in climate change governance. The creation of a bridging organisation sets the stage for the involvement of stakeholders at the regional and local levels in defining and implementing support measures for climate change governance.en
