Pitanje regionalnih razlika postalo je jedna od najrelevantnijih i najkontroverznijih tema u
novijoj ekonomskoj i političkoj debati. Rezultati istraživanja regionalne konvergencije za
ovaj period ukazuju na tendenciju apsolutne konvergencije u EU. Međutim, ove studije su takođe
otkrile zagonetku da se konvergencija dešava na nacionalnom nivou, ali ne na regionalnom
nivou - to jest, varijacije BDP-a po glavi stanovnika između zemalja opadaju, dok varijacije
unutar zemalja uglavnom stagniraju ili čak rastu.
Razlog za merenje stepena konvergencije među regionima EU i Republike Srbije je procena
delotvornosti evropske kohezione politike. Mnogi radovi koji razmatraju efekte kohezione
politike na proces konvergencije imaju dvosmislene nalaze. Time se podstiče dalji razvoj
regionalne politike koja osigurava promociju ekonomskog rasta sa socijalnim i
institucionalnim komponentama, ne samo na nacionalnom, već i na regionalnom nivou. Dakle,
konvergencija i dalje ostaje osnovna mera efikasnosti k...ohezione politike. Imajući u vidu
napred navedeno, predmet doktorske disertacije je da se kroz dekompoziciju dispariteta na
NUTS 3 nivou ispita proces regionalne konvergencije u Evropskoj uniji i Republici Srbiji.
Kroz sublimaciju rezultata procesa regionalne konvergencije stvoriće se uvid u regionalne
nejednakosti kako u zemljama Evropske unije, tako i u Republici Srbiji.
U doktorskoj disertacije se najpre razmatra regionalna politika Evropske unije i Republike
Srbije. Regionalizacija Srbije, u evropskom kontekstu, podrazumeva formiranje statističkih
regiona, na osnovu čega je omogućeno da se regionalna politika sprovodi i u nehomogenim
regionima. Zatim je dat prikaz glavnih teorija regionalne konvergencije, kao i indikatora i
tehnika analize procesa konvergencije. Nakon toga su predstavljeni ključni makroekonomski
pokazatelji regionalnih dispariteta u Evropskoj uniji i Republici Srbiji, čime se daje uvid
u regionalne nejednakosti u zemljama Evropske unije i Republike Srbije i to uz pomoć analize
kretanja regionalnog bruto domaćeg proizvoda, kretanja stope zaposlenosti, kretanja
nezaposlenosti po regionima, ekonomskog rasta i produktivnosti regiona, kao i stepena
inovacija i razvoja. Istraživanje regionalne konvergencije u Evropskoj uniji i Republici
Srbiji do NUTS 3 nivoa u kontekstu dekompozicije dispariteta predstavlja statističku
analizu čiji je rezultat dinamika dispariteta u Evropskoj uniji i Republici Srbiji.
Značaj istraživanja ogleda se u prikazivanju obrazaca međusobnog uticaja koji važe za
pokazatelje koji se porede, a sa ciljem što efikasnijeg planiranja regionalne politike.
Koristeći dobijene rezultate očekuje se određivanje šablona po kome mogu da se opišu
navedene zavisnosti u cilju efikasnosti regionalne politike i smanjenju razlike između nivoa
razvoja različitih regiona.
The issue of regional differences has become one of the most relevant and controversial topics in recent
economic and political debate. The results of the regional convergence survey for this period indicate a
tendency of absolute convergence in the EU. However, these studies have also uncovered the riddle that
convergence occurs at the national level but not at the regional level - that is, variations in GDP per
capita between countries are declining, while variations within countries are generally stagnant or even
increasing.
The reason for measuring the degree of convergence between the regions of the EU and the Republic of
Serbia is the assessment of the effectiveness of European cohesion policy. Many papers considering the
effects of cohesion policy on the convergence process have ambiguous findings. This encourages the
further development of regional policy that ensures the promotion of economic growth with social and
institutional components, not only at the national, but also a...t the regional level. Thus, convergence
remains the basic measure of the effectiveness of cohesion policy. Having in mind the above, the subject
of the doctoral dissertation is to examine the process of regional convergence in the European Union
and the Republic of Serbia through the decomposition of disparities at NUTS 3 level. Through the
sublimation of the results of the process of regional convergence, an insight into regional inequalities
will be created both in the countries of the European Union and in the Republic of Serbia.
The doctoral dissertation first considers the regional policy of the European Union and the Republic of
Serbia. Regionalization of Serbia, in the European context, implies the formation of statistical regions,
on the basis of which it is possible for regional policy to be implemented in inhomogeneous regions.
Then, the main theories of regional convergence are presented, as well as indicators and techniques of
analysis of the convergence process. After that, key macroeconomic indicators of regional disparities
in the European Union and the Republic of Serbia were presented, which provides insight into regional
inequalities in the European Union and the Republic of Serbia with the help of analysis of regional
gross domestic product, employment rate, unemployment by region, economic growth and productivity
of the region, as well as the degree of innovation and development. The study of regional convergence
in the European Union and the Republic of Serbia up to NUTS 3 levels in the context of disparity
decomposition is a statistical analysis that results in the dynamics of disparities in the European Union
and the Republic of Serbia.
The importance of the research is reflected in the presentation of patterns of mutual influence that apply
to the indicators that are compared, with the aim of more efficient regional policy planning. Using the
obtained results, it is expected to determine the template according to which the mentioned dependencies
can be described in order to reduce the effectiveness of regional policy and reduce the difference
between the levels of development of different regions.
