Народна банка нове југословенске државе своју делатност је баштинила
на основама емисионог завода Краљевине Србије. Несређене политичке прилике
оличене у честим сменама влада и јак утицај Монарха, одразиле су се и на
сферу економије. У држави претежно аграрног карактера, са ниским степеном
индустријализације и хроничним недостатком капитала, Народна банка била
је инструмент државе у пословима унификације монете и остваривању валутне
стабилности. Неефикасност државне управе, која није успевала да обезбеди средства
планирана буџетом и неизграђени систем јавних финансија, одредили су и улогу
емисионог завода, као главног кредитора државе. Управо због тога, са недовољно
додељеног новца за кредитирање трговине, а посебно индустрије, није остварила
одлучујући утицај на привредне токове и кретања. Са посебним правом за издавање
новчаница, Народна банка је заједно са приватним новчаним заводима и банкама
основаним уз учешће државе, чинила банкарски сектор Краљевине Југославије. Без
правих меха...низама контроле над новчаним заводима, својом иницијативом, успела
је да утиче на висину њиховог оснивачког капитала и бројност.
Истраживање теме обављено је на обимној архивској грађи, првенствено фондова
Архива Народне банке Србије и Архива Југославије, док је за сагледавање бројних
друштвених и привредних феномена коришћена публикована грађа, новине и
часописи као и литература историографске и економске провенијенције.
National Bank of new Yugoslav state inherited basic principles of banking
practice from the Kingdom of Serbia’s banknotes issuing institution. Tremulous political
circumstances, frequent changes in government administrations and strong influence of
the Monarch reflected on the economy as well. In a predominantly agricultural country,
with low level of industrial development and constant lack of resources, the National Bank
was main tool used by the State in the processes of monetary unification and maintaining
the stability of national currency. Inefficiency of state administration, which was unable
to provide resources planned by the budget and incomplete system of public finances,
determined the role of a central bank institution as the main creditor of the state. Precisely
for this reason and insufficient resources necessary to credit the commerce and above all
industry, the National Bank did not have decisive influence on economic streams and
courses. With exclusive right to issue ...banknotes and coins, National Bank was the core
of the banking sector of the Kingdom, together with other private financial institutions
which were established with participation of the state. Without actual control mechanisms
over financial institutions, the National Bank managed, on its own initiative, to control
amount of initial bank capital and number of new institutions.
The research of this theme was based on analyses of huge amount of archival material,
especially material preserved in the fonds of the Archives of the National Bank of Serbia
and in the Archives of Yugoslavia. Also, published material, newspapers, magazines as well
as historiography and economic literature was used to gain wider perspective of numerous
social and economic phenomena.
