Методе одређивања расположивог преносног капацитета у високонапонским преносним мрежама електроенергетског система

Abstract

Тренд увођења тржишта у електроенергетски сектор се проширио по целом свету. У оваквом окружењу потрошачи теже да смање своје рачуне за електричну енер-гију избором снабдевача који највише одговара њиховим потребама. Са друге стране, од преносних мрежа се захтева да обезбеде довољан капацитет за пренос енергије у различитим смеровима при томе обезбеђујући адекватан ниво поузда-ности и квалитета снабдевања свих потрошача. У прошлости су преносни системи планирани да се сусрећу и раде само са малим бројем унапред договорених тран-сакција између тачно дефинисаних локација (учесника). Појавом дерегулисаног окружења број билатералних трансакција значајно расте и оператори преносног система ће морати да одржавају поуздан и сигуран рад система у присуству ових трансакција. Због овога је потребно развити нове методе и алате који ће помоћи операторима преносног система да процене утицај различитих билатералних трансакција на преносни систем. Један од главних захтева који се намеће преносним мрежама је омогућавање недискриминаторног приступа свим учесницима тржишта електричне енергије. Да би постојала здрава конкуренција на тржишту електричне енергије потребно је омогућити и трговину из суседних електроенергетских система. У циљу остварив-ања овакве трговине потребно је обезбедити али и објављивати вредности распо-ложивог преносног капацитета (АТС) за сваки интервал на коме се врши тргови-на. Статичка вредност ATC-а представља максималну снагу трансакције која се може пренети кроз систем у одређеном смеру и пресеку а да се при томе не нару-ше релевантна ограничења. Методе које се баве израчунавањем вредности АТС-а се деле на линеарне (које израчунавају приближну вредност) и итеративне методе. The introduction of the competitive market into the electrical power industry has spread all over the world. In this setting, it is expected that customers can save money on their electricity bills by selecting the adequate suppliers for their needs. On the other hand, transmission companies are required to provide sufficient capacity for power transmission in both ways while maintaining the acceptable level of reliability and quality of supply to all customers. In the past, transmission systems were planned and operated to handle a limited number of wheeling transactions between the members of the interconnected power system. In a deregulated environment, the number of bilateral transactions will grow rapidly and system operators are expected to operate their systems securely and reliably in order to accommodate these transactions. New methods and tools will then be required to help the system operators evaluate the impact of different bilateral transactions on the operation of the systems. One of the main requirements imposed on the transmission networks is to provide non-discriminatory access to all of the participants of the electricity market. In order to have fair competition in the electricity market it is essential to enable the trade between the neighboring power systems. With the aim of achieving this kind of trade it is necessary to provide and post the value of available transfer capacity (ATC) for each interval in which the trade is conducted. The static value of available transfer capacity is the maximum power that can be transmitted through the system in a certain direction without violating any of the system constraints. Methods that calculate the value of ATC are divided into linear (which calculate the approximate value) and iterative methods. Ensuring a sufficient amount of ATC will enable the undisturbed and economical trade in the wider area that can include more neighboring power systems.
