Односи Европске уније и Руске Федерације

Abstract

Предмет разматрања докторске дисертације је анализа развоја вишеструких односа и сарадње Европске уније и Руске Федерације, који одређују њихово деловање у ширем контексту међународних односа. Указује се на кључне претпоставке које се налазе у основи односа ЕУ и Русије, а ради свеобухватнијег сагледавања ове проблематике у оквиру Уводних разматрања образложени су предмет и садржај истраживања, научни и друштвени циљеви, основне хипотезе, методи које смо применили у истраживању, као и очекивани резултати и научни допринос. Затим се даје кратак историјски преглед развоја односа ЕЗ/ЕУ и Русије. Поменути су они догађаји из прошлости за које се сматра да су утицали на обликовање садашњих односа Европске уније и Русије. Тако се пошло од чињенице да су током Хладног рата контакти западноевропских земаља и СССР-а били веома ограничени и да су се сводили на енергетску и трговинску сарадњу. Велике геополитичке промене до којих је дошло након распада СССР-а довеле су до великих промена у међународним односима. Иако је изгубила улогу глобалне суперсиле Русија је, због своје величине, географског положаја, укупних капацитета и војних и других потенцијала, као и чињенице да је наследила место сталног члана СБ УН остала кључни чинилац у области стабилности и безбедности не само Европи већ и у свету. У међувремену је Европска заједница прерасла је у Европску унију која је разрадила и усвојила бројне механизме који су јој омогућили да ојача своју политичку позицију и утицај у свету. Наведене су најзначајније фазе развоја билатералних односа ЕУ и Русије, и идентификовани су дугорочни и краткорочни интереси сваке од страна. Поменуте околности пресудно су утицале на Унију и Русију да редефинишу међусобне односе и успоставе сарадњу на новим основама. Временом је сарадња ЕУ и Русије добила шире размере и велики политички и економски значај за обе стране, што се, између осталог, огледа у чињеници да данас две стране у међусобним односима полазе од поштовања узајамних интереса. Разматрају се и правни и политичку оквири за сарадњу Русије и Уније. При томе су анализирани основни документи које су две стране током времена усвајале како би регулисале међусобне односе. Временом, Унија и Русија створиле су разгранату мрежу веза између институција за дијалог и сарадњу, са самитима који се одржавају два пута годишње...

The subject of this doctoral dissertation is analysis of the development of multiple relations and cooperation between the European Union and the Russian Federation, which determine their actions in the broader context of international relations. It is pointed to the key assumptions that underlie the relationship between the EU and Russia, and for the purpose of a more comprehensive perception of this issue, the subject and content of research, scientific and social objectives, the main hypotheses, methods we applied in the study, as well as expected results and scientific contribution, were explained within the Introductory Remarks. Then follows a brief historical overview of the development of relations between the EC/EU and Russia. Events from the past, which are considered to have shaped the current relations between the European Union and Russia, have been mentioned. Hence, the starting point was the fact that during the Cold War, contacts between the Western European countries and the USSR were very limited and reduced to energy and trade cooperation. Great geopolitical changes that occurred after the dissolution of the USSR led to major changes in international relations. Although it has lost the role of global superpower, Russia, due to its size, geographic location, overall capacities and military and other resources, as well as the fact that it inherited the place of permanent member of the UN Security Council, has remained a key factor in the stability and security not only in Europe but also in the world. In the meantime, the European Community has grown into the European Union, which has developed and adopted a number of mechanisms enabling it to strengthen its political position and influence in the world. The most important stages of the development of bilateral relations between the EU and Russia were mentioned, and the long-term short-term interests of each party were identified. Aforementioned circumstances had crucial impact on the EU and Russia to redefine their relations and establish cooperation on a new basis. Over time, the cooperation of the EU and Russia broadened and became of major political and economic importance for both sides, which, among other things, is reflected in the fact that today the two parties in their mutual relations start from the respect of mutual interests. In the dissertation, the legal and political framework for cooperation between Russia and the EU were also discussed. In doing so, the basic documents were analyzed, which the two parties adopted over time in order to regulate mutual relations.
