Principi novog javnog menadžmenta u kulturi: instrument razvoja ili standardizacije

Abstract

Ova doktorska disertacija predmet istraživanja postavlja na preseku kulturne politike, menadžmenta u kulturi i teorije javnih praktičnih politika i, kroz interpretaciju principa dveju teorija (novog javnog menadžementa i teorije javne vrednosti), identifikuje one elemente koji će biti osnova za standardizaciju, ali i razvoj određenih aspekata upravljanja kulturnom produkcijom, bilo da se radi o perspektivi kulturne politike ili menadžmenta pojedinačnih institucija kulture. U toku istraživanja, problemu je pristupljeno iz više uglova, uz pomoć različitih instrumenata i metoda analize, a u pokušaju da se, na sveobuhvatan način, sagleda polje ograničene kulturne produkcije iz vizure različitih grupa stejkholdera: počevši od analize diskursa pojmova Novog javnog menadžmenta koji su se u teorijskom delu istraživanja izdvojili kao krucijalni za isporuku javne vrednosti od strane institucionalnog polja kulturne produkcije, preko određenja (ne)prisutnosti principa NJM u postojećem modelu kulturne politike upotrebom kvantitativne analize njenog finansijskog instrumenta, pa sve do ispitivanja stavova samih ustanova o sopstvenoj društvenoj ulozi i problemu evaluacije u kulturi. Kulturokratija ili vladavina struke teorijski je koncept za koji se zalaže ovo istraživanje, i kroz predložene principe za standardizaciju kao razvojnu komponentu, nadamo se da će polje kulture biti bliže ovom idealu.

The focus of this doctoral thesis lies on the crossroad of three subjects: cultural policy, management in culture and theory of public policies. By analysing and interpreting two theories, New Public Management and Theory of public value, the paper identifies the elements that would be used as a base for the standardization in the process of managing the cultural production, both from the cultural policy perspective and management of individual cultural institutions. The research approached to the subject from many angles, using numerous methodologies and instruments, trying to map and to understand the complexity and variety of issues from perspectives of different level stakeholders: thus reserach included the discourse analysis about the main ideas that the theoretical analysis pointed as crucial once for delivering public value in the public cultural instutions, through investigating if there are certain aspects of New Public Management paradigm in the state of play in cultural field, as well as the analysis of cultural institutions views regarding their role in creating public value and evaluation. Culturocracy as a rule of cultural professionals is the concept that this reserach supports and advocates for, and through implementation of the selected principles and rationale, we hope to be closer to this ideal.
