Заступање хришћанских и секуларних интереса у Европској унији

Abstract

Предмет предложене теме докторске дисертације „Заступање хришћанских и секуларних интереса у Европској унији“ научно је још недовољно расветљен. Иако постоји неколико научних радова који се тичу имплементације члана 17. Лисабонског уговора, који је ступио на снагу 2010. године а који обавезује европске институције да воде отворени, транспаренти и регуларни дијалог са црквама, верским заједницама, филозофским и неконфесионалним организацијама, ово питање није до сада било предмет опсежнијих истраживања ни страних ни домаћих аутора. Предмет истраживања овог рада јесте заступање хришћанских и секуларних интереса у Европској унији, чија се правна основа налази у члану 17. Лисабонског уговора, који позива цркве, верске организације, филозофске и неконфесионалне организације на дијалог са европским институцијама. Супротности по питању доприноса развоју правно-политичког и институционалног оквира Европске уније од стране хришћанских и секуларних чинилаца јасно указују на различиту аргументацију коју користе хришћански и секуларни актери. Циљ овог истраживања је да се идентификују хришћански и секуларни чиниоци који су регистровани у Европској унији у Регистру о транспарентности, потом да се истражи начин заступања њихових интереса пред европским институцијама као што су Европска комисија, Европски парламент и Европски савет, посебно у односу на креирање секторских политика као што су људска права, запошљавање, заштита животне средине итд. The subject of the proposed doctoral dissertation „Advocating Christian and secular interests in the European Union” hasn’t yet efficiently been addressed in scientific manner. So far, several scientific papers were published dealing with the implementation of the Article 17 of the Lisbon Treaty, which came into force in 2010, including a new commitment of the Union institutions – maintaining an open, transparent and regular dialogue with the churches, religious associations or communities, philosophical and non-confessional organisations. However, this issue hasn’t been subject of a more detailed research, neither by foreign nor domestic authors. The scope and the subject of this dissertation is advocating the Christian and secular interests in the European Union, which have a foundation within the Article 17 of the Lisbon Treaty, that calls for the dialogue between the EU institutions on one side and the churches, religious associations or communities, philosophical and nonconfessional organisations on the other. Differences regarding the contribution of the legal-political and institutional framework development of the European Union, by both Christian and secular factors, clearly show different argumentations used by their representatives. The aim of this research is to try and identify all Christian and secular parties that have an interest in this matter, who are registered in the Transparency register of the EU, and then to conduct a research on how their interests are being represented and advocated for in the EU institutions like the European Commission, the European Parliament and the Council of Europe, with special emphasis on how sectorial policies are being made in the fields of human rights, employment, environmental protection etc. General hypothesis is: Drafting, adoption and interpretation of the Article 17 of the Lisbon Treaty was a result of work by both Christian and secular parties, that have ensured further improvement and more productive advocating of their interests, especially within the shaping of the sectorial policies of the EU...
