Strateško upravljanje projektom razvoja i implementacije savremenih obrazovnih tehnologija u ustanovama visokog obrazovanja

Abstract

Na osnovu analiza i preporuka koje se mogu naći u savremenoj stručnoj literaturi može se zaključiti da će organizaciju rada u ustanovama visokog obrazovanja u perspektivi pratiti sve veći broj izazova. Za očekivati je da će na rad ustanova u velikoj meri uticati razvoj i primena informaciono-komunikacionih tehnologija u društvu. Neki od sadašnjih trendova koji se javljaju usled brzog razvoja tehnologije su: sistem visokog obrazovanja je sada otvoren za nove aktere, mobilne tehnologije i brz internet omogućavaju da se formalno obrazovanje prepliće sa neformalnim i nenamernim obrazovanjem, sveprisutnost digitalnih tehnologija podstiče obrazovne ustanove da otvore svoje istraživačke i nastavne aktivnosti za javnost, digitalni i otvoreni obrazovni resursi omogućavaju studentima da učestvuju u izradi instruktivnih materijala, da učenje učine autentičnim i sl. S obzirom da su različiti istraživački nalazi pokazali da brojna ulaganja u oblasti obrazovanja za primenu savremenih informaciono-komunikacionih tehnologija nisu dala očekivane rezultate - kao i da je aspekat sveobuhvatnog planiranja često bio zanemaren, predmet istraživanja u ovom radu je primena strateškog upravljanja projektima za adekvatno planiranje i implementaciju obrazovnih tehnologija u ustanovama visokog obrazovanja. U disertaciji je predstavljena sinteza i pregled teorijske osnove odlika socio-ekonomskog okruženja koji čine kontekst u kome se pristupa strateškom promišljanju kao i koncepta strateškog upravljanja projektima. U ovkviru deset ustanova visokog obrazovanja u Republici Srbiji sprovedeno je empirijsko istraživanje i pokazano da postoji potencijal i potreba da se proces strateškog upravljanja projektima u ustanovama unapredi uz pomoć odabranih menadžerskih instrumenata i alata kao i da se poveća zrelost ustanova za upravljanje projektima. Na osnovu rezultata istraživanja koncipiran je Okvir strateškog upravljanja projektima za primenu obrazovne tehnologije koji treba da posluži upravama ustanova visokog obrazovanja da svoj rad usmere na takav način da se on učini strateški promišljenim, preglednim i efikasnim.

Based on the analysis and recommendations that can be found in the contemporary scientific literature it can be concluded that in future, the management of higher education institutions will be faced with the increasing number of challenges. It is expected that the work of higher education institutions will be affected by the development and use of information and communication technologies. Some of the current trends that occur due to the rapid development of technology is: higher education systems are now open to new actors, mobile technologies and faster internet access have led to new hybrid learning forms (blending formal, non-formal and informal learning), the ubiquity of digital technologies stimulate educational institutions to make its research and teaching activities available to the public, digital and open educational resources allow learners to be co-producers of learning materials thus enabling more authentic learning experiences. Based on the various research findings it has been shown that numerous investments in the field of education for the use of modern information and communication technologies did not give expected results –that the aspect of comprehensive planning was often neglected, subject of the research in this dissertation is the application of strategic project management for adequate planning and implementation of educational technologies in higher education institutions. Thesis gives an overview of the current theoretical background describing the changes of the socio-economic environment which represents the context for the strategic thinking as well as the characteristics of the strategic project management concept. Empirical research has been conducted within ten higher education institutions in the Republic of Serbia and following conclusions drawn: that there is a potential and need for the improvement of the strategic project management by the use of management instruments and tools as well as need to increase the level of project management maturity.
