Међународни службеници су како у домаћој, тако и у иностраној литератури, анализирани најчешће у склопу радова који су се бавили примарно правним положајем дипломатско-конзуларних представника, па се некако стиче утисак да је њихов значај занемарен. Овим радом, желимо између осталог да укажемо на значај међународних службеника али и истражимо њихов положај на почетку XXI века. Пре свега, извршићемо појмовно разграничење, али и низ других кларификација када су у питању појмови попут међународне администрације, њеног односа са државном администрацијом, њиховом природом. Ови и многи други језичко- теоријски осврти, неопходни су за јасну, прецизну али и успешну анализу положаја међународних службеника. У овом контексту, од посебног значаја су привилегије и имунитети међународних службеника. Њихове привилегије и имунитети порекло воде од дипломатских агената, али су појавом Уједињених нација, међународни службеници добили сопствени корпус привилегија и имунитета. Пре појаве организације Уједињених нација, међународни службеници су имали искључиво дипломатске привилегије и имунитете, а та пракса се није у потпуности изгубила ни данас. Желимо да истражимо у овом раду значај привилегија и имунитета међународних службеника за њихов правни положај, али и спектар тих привилегија и имунитета како у апсолутном облику, тако и у односу на дипломатске агенте али и друга лица. Поред привилегија и имунитета, од изузетног значаја за правни положај, па и за само биће међународних службеника јесу елементи попут њихове независности, лојалности међународној заједници и остали. У оквиру те анализе, посебно ћемо се осврнути на начин избора стажиста у систему УН. Такође, приказаћемо правни положај и експерата, чланова мировних мисија УН и многих других, а у сваком од тих анализа, даћемо и неке личне опсервације. У овом раду, даћемо и лични печат и приликом анализе ових елемената, како кроз личне опсервације и смернице, тако и кроз разврставање и раслојавање наведених елемената појма међународних службеника.

International civil servants, have been analyzed both in domestic and international literature, mostly in the context of analysis of diplomatic and consular agents. This is why, sometimes appear, that their importance is somehow neglected. With this thesis, we will try to emphasize the importance of international civil servants and to analyze their legal status at the beginning of XXI century. In the first part of our dissertation, we will deal with some linguistic and organizational distinctions, such as those between international and national administration, regarding their nature. These clarifications are necessary for clear and precise basis that we need for successful analysis. We will deal with privileges and immunities of international civil servants. The origins of privileges and immunities of international civil servants can be traced back to the diplomatic and consular privileges and immunities. With the emergence of United Nations, international civil servants obtained their own corpus of privileges and immunities. Prior to the United Nations, international civil servants had diplomatic privileges and immunities; some reminiscence of those immunities still remains in the privileges and immunities of nowadays international civil servants. Through analysis of privileges and immunities of international civil servants we will explore the influence of those privileges and immunities on legal status of international civil servants. Besides the privileges and immunities, very important for status of international civil servants are their attributes, such as independence, international loyalty, etc. We will give special attention to the issue of internship in the United Nations system. As a referent point for the analysis of legal status of the international civil servants, we will take UN servants. Reason for that is both in the importance of United Nations as an organization, but as well in the very big importance of United Nations documents in regulating the status of international civil servants globally. Among these documents, the most important are Convention on Privileges and Immunities of the United Nations and the United Nations Covenant. We will show, throughout the thesis, the immense influence that those documents, have on the status of UN servants and international civil servants. This is why, we will analyze the legal status of servants of other organizations, such as African Union, ASEAN, OAS, NATO, only in the light of the status of UN Servants.
