Улога Министарства унутрашњих послова у спречавању корупције у процесу придруживања Србије Европској унији

Abstract

Након дефинисања појма корупције, као и процеса и фактора који утичу на настајање ове појаве, као што су законска регулатива, економски односи, морал и слабе институције, истакли смо главне елементе и видове корупције. У оквиру различитих видова корупције, указали смо на неколико, као што су – административна, пореска, политичка, и друге. У вези услова који су неоходни за настајање корупције, истакли смо однос политичких партија према корупцији, посебно део који се односи на финансирање многих политичких партија у Србији. Осим тога, сматрали смо да постоје директни и индиректни фактори који утичу на настајање корупције. Указали смо на законске основе и улоге неколико институција у борби против корупције у Србији, а посебно Министарства унутрашњих послова, Министарства правде, Безбедносно- информативне агенције, и многих других, као што су научне институције и медији. Министарство унутрашњих послова има веома значајну улогу у вези са применом Стратегије у борби против корупције у Србији, многих акционих планова, закона и стандарда Европске уније. Такође, Министарство унутрашњих послова има разноврсну организациону структуру и многа одељења могу имати значајну улогу у борби против корупције, као што су Одељење за Одељење за послове ИНТЕРПОЛ-а (International Criminal Police Organization), Одељење за послове ЕВРОПОЛ-а (European Police Office), Одељење за послове ЕВРОПОЛ-а (European Police Office), итд. Али, предуслов за спровођење тих активности и мера је ефикасна и свеобухватна реформа Министарства унутрашњих послова Републике Србије. На тај начин, имаћемо главну улогу у борби против корупције, у примени нове стратегије и развијању новог Специјалног сектора у борби против корупције.

After determination of the corruption, as well the process and factors of emerging of this phenomena, such as regulation of law, economic relations, moral and weaken institutions, we have point out main elements and types of the corruption. Within different types of the corruption, we have pointed out several, such as – administrative, tax, political, and others. Regarding the conditions of emerging the corruption, we have pointed out the relation of political parties to the corruption, especially the financing of many political parties in Serbia. Besides, we argued that there are direct and indirect factors for emerging the corruption. We have pointed out legal framework and the role of several institutions in the fight against the corruption in Serbia, such as Ministry of Interior, Ministry of Justice, Security-information Agency, and many others, such as scientific institutions and the media. The Ministry of Interior has very important role regarding implementation of the Strategy against corruption in Serbia, and many Action plans, laws and standards of the EU. Also, the Ministry of Interior has very diversed organization structure and many departments can play active role against corruption, such as Department for activities of the INTERPOL, Departments of the activities of the European Police Office, Department for the coordination of the other types of international cooperation, etc. But, the preconditon for conduct such activites and measures is the effective and comprehensive reform of the Ministry of Interior of the Republic of Serbia. On that way, we will have the main role in the fight against the corruption, the implementation of the New Strategy and developing the new Special Sector against the corruption.
