Mogućnosti unapređenja sistema poslovnog odlučivanja u procesu e-nabavke

Abstract

Cilj ove doktorske disertacije jeste da ukaže i objasni mogućnosti unapređenja donošenja odluke o izboru ekonomski najprihvatljivijeg ponuđača u procesu javne e-nabavke. Ovaj izbor se vrši na osnovu unapred određenih kriterijuma koje definiše naručilac u javnoj enabavci. Isti je jednostavan u situacijama kada u javnoj e-nabavci postoji manji broj ponuđača i kada su utvrđeni kvantitativni kriterijumi koji se mogu međusobno upoređivati. Međutim, realan život i praksa nameću situacije u kojima se nalazi veliki broj ponuđača, a izbor najprihvatljivijeg između njih vrši se na osnovu kvalitativnih i kvantitativnih kriterijuma. Glavna hipoteza od koje se polazi i koja je dokazana u okviru doktorske disertacije je da se primenom metoda višekriterijumskog odlučivanja i teorije fazi skupova može unaprediti izbor ekonomski najprihvatljivijeg ponuđača u procesu javne e-nabavke kada se za izbor istovremeno koriste kvantitativni i kvalitativni kriterijumi. U ovakvoj vrsti izbora moguće je izvršiti određivanje vrednosti pridruženih izlaznih promenjivih koje odgovaraju težinama kriterijuma koje pripadaju fazi skupu putem defazifikacije, odnosno izbora jedne vrednosti izlazne promenjive uz kvantifikovanje iste. Istovremeno, u disertaciji je predstavljen sistem za podršku odlučivanju zasnovan na konceptu višekriterijumskog odlučivanja i teorije fazi skupova. Ovaj sistem je sastavni deo web portala za javne e-nabavke koji omogućava uspostavljanje kolaborativnog radnog okruženja koje smisleno povezuje naručioce i ponuđače u jedinstveni, virtuelni radni prostor za e-nabavke.

The objective of this dissertation is to show and explain the possibilities of improving decision-making on the selection of economically most acceptable bidder in the public eprocurement. This selection is based on pre-defined criteria that define the purchaser in public eprocurement. The selection is simple in situations where are couple bidders and when established quantitative criteria that can be mutually compared. However, real life and the practice create situations with large number of bidders and selection the most acceptable between them is made on the basis of qualitative and quantitative criteria. The main hypothesis in this dissertation which has been proven in the framework of the doctoral thesis is that the use of multi-criteria decision-making methods and the theory of fuzzy sets can improve the selection of economically most acceptable bidder in the public e- procurement when the selection use quantitative and qualitative criteria, at the same time. In this kind of selection it is possible to determine the values associated with the output variable corresponding to the weights of criteria which belong to a fuzzy set through defuzzification, i.e. selection of one value of output variable with the same quantification. At the same time, the thesis is presented decision support system based on the concept of multicriteria decision making and the theory of fuzzy sets. This system is an integral part of the web portal for the public e-procurement, which allows the establishment of a collaborative work environment that seamlessly connects purchasers and providers into a single, virtual workspace for e-procurement.
