Javne politike u procesu redukcije siromaštva u Crnoj Gori od 2000. do 2012. godine (sociološko-politikološki pristup)

Abstract

Aktivnosti javnih politika predstavljaju načine na koje države zadovoljavaju potrebe svojih građana i utiču na rješavanje problema sa kojima se oni suočavaju. Siromaštvo u Crnoj Gori iskazuje osobine vremenske trajnosti sa tendencijom kulturne reprodukcije. Objektivni statistički pokazatelji ukazuju na pad životnog standarda stanovništa i veću prisutnost siromaštva, uprkost implementiranim strategijskim pristupima. Predmet ove disertacije jeste kreiranje mjera koje će uticati na sadašnji nivo siromaštva crnogorskih građana. U okviru ovog naučnog istraživanja, obrađeni su: teorijski pristupi javnim politikama, teorijska objašnjenja siromaštva, socijalni profila siromašnih u Crnoj Gori, kao i prethodni odnos države Crne Gore prema siromašnim građanima. Zahvaljujući ovim analizama, pristupljeno je formulisanju modela javnih politika u cilju redukcije siromaštva. Koncipiranjem mjera politika redukcije siromaštva u odnosu na targetiranu populaciju siromašnih, naša namjera je unapređenje segmenata javnog sektora od važnosti za egzistenciju siromašnih. Predlažemo pristupe i mjere u cilju sanacije postojećeg stanja i unapređenja protektivnih mehanizama u budućnosti. Takođe, aktuelni ambijent i potencijali u oblastima socijalne zaštite i obrazovanja spadaju u sferu istraživačkog procesa realizovanog u ovoj doktorskoj disertaciji.

Activities of public policies are means by which the state meets the needs of its citizens and coordinates the process of solving the problems that citizens face. Poverty in Montenegro shows attributes of durability with the tendency of cultural reproduction. Objective statistics indicate a decline in living standards of the population and increased presence of poverty, despite the fact that strategic approach had been implemented. The subject of this thesis is to create measures that will affect the current level of poverty of Montenegrin citizens. This scientific study covers: theoretical approaches to public policy, theoretical explanations of poverty, the social profile of the poor in Montenegro, as well as the social policies towards poor citizens that had been previously implemented by the Government of Montenegro. Thanks to this analysis, we have accessed the formulation of models of public policies aimed at reducing poverty. We propose approaches and measures aimed at repairing existing conditions and improving the protective mechanisms in the future. Current ambient and resources in the areas of social welfare and education, are also included in the sphere of research process of this dissertation.
