From the historical and sociological aspect, the end of 18th and first half of 19th century is the period of creating new great empires (French Napoleon’s, British, German, Russian and Austrian) and new or renewed states (Italy, Greece, Serbia). These states erect their big representative buildings in the style of classicism, as these buildings represented in the most convenient manner tendencies for showing the state’s power and new, democratic aspirations of people due to their monumentality, severity and antic elements. Classicism in Serbia origins from Austria, and has been introduced in Serbia by builders who operated in Vojvodina (which formed part of the Austrian Empire in the 19th century), architects coming from western countries to practice in Serbia, and finally, by Serbian architects educated in the Austrian Empire, who brought their knowledge to Serbia. In Vojvodina, Classicism is often seen in churches, in classically treated nave and portico, combined with baroque tower, in public representative buildings (municipal buildings, theatres). In central Serbia, it appears in royal palaces and public buildings. The relatively low number of Classical buildings in the first half of 19th century is caused by insufficient economic development in the country that has just been liberated. The country was developing from feudal low-accumulated economy, typical for the Ottoman Empire, and just stepped into lower-degree capitalism, mostly relying on free trade and handcraft. Such conditions allowed the erection of only a few representative buildings. As in the Western Europe, Classicism revives at the end of the 19th and beginning of 20th century, this time in a, less or more, enriched form linked to academism. At this stage, economic potentials of the country allowed a higher degree of accumulation, which resulted in a bigger number of constructed buildings and a higher level of style’s expression. Besides, the newly established Kingdom of Yugoslavia needed new 8 government buildings. The political incorporation of Yugoslavia in the western structures (strong connection with Allies from WWI and total isolation from USSR) contributed to the introduction of western art in the domestic architectural scene (academism, modernism, transitional forms). In this period, beside outstanding domestic creators, a group of Russian architects, settled in the Kingdom of Yugoslavia after the breakout of the October revolution and civil war, was very influential, and left as a heritage realized designs of very representative public buildings.en
