Структурне промене у политици проширења Европске уније према државама Средње и Источне Европе

Abstract

Основну претпоставку дисертације чини став да је политика проширења ЕУ према државама СИЕ сложен процес који има своју видљиву, јавно прокламовану страну, и имплицитне претпоставке, између којих често не постоји ни начелна кохерентност ни практична консеквентност и доследност. Уобличена су одређења проширења и безбедности кроз проучавање студија проширења ЕУ и студија европске безбедности, на начин како их виде најзначајније теорије европских интеграција и међународних односа. Усвојена су решења заснована на полазиштима структуралног реализма, при чему се у раду користи контекстуална анализа и пермутација циљева и средстава као аналитички оквир истраживања. Структура међународног система, сведена на његову поларност, даје различиту тежину утицају безбедносног фактора на облике проширења ЕЕЗ/ЕУ. У оквиру биполарног међународног система безбедносни критеријум је имао статус безбедносног интереса унутрашње интеграције ЕЕЗ. У оквиру униполарног међународног система формиран је критеријум стратешког интереса проширеног концепта безбедности ЕУ, у оквиру којег се одвија конкретна политика проширења ЕУ, која је подстакнута деловањем ЗСБП-а ЕУ, а касније и ЕБОП-а ЕУ. У процесу глобализације „из једног центра“, стратешки интерес проширеног концепта безбедности ЕУ се, од своје доминантне, економско-тржишне и вредносно-нормативне димензије безбедности и основних, почетних, мотива за ширење ЕУ на државе СИЕ, укључујући и геополитичку амбицију ЕУ, на крају процеса проширења, променио у стратешки интерес трансатлантске безбедности НАТО-а. Коначну превагу приликом проширења ЕУ на Румунију и Бугарску однеле су имплицитне претпоставке, односно подразумевани, геополитички и војни мотиви НАТО-а за ширење ЕУ на исток Европе, чиме је НАТО додатно осигурао сталност трајања, као свој декларисани циљ. Структурне промене у политици проширења ЕУ су, на тај начин, довеле до дугорочног стагнирања процеса европске интеграције у области проширења, али и у области безбедности и одбране. Основни закључак дисертације садржан је у ставу да услед структурних промена у политици проширења ЕУ према државама СИЕ, ЕУ није успела да потврди сопствени идентитет на међународној сцени као свој декларисани циљ. То изискује да ЕУ, где год је то неопходно, треба да примењује структурално реалистички приступ заснован на анализи равнотеже у међународном систему.

The basic assumption of the dissertation is contained within the position that EU enlargement policy towards CEE countries presents a complex process that has its visible, publicly proclaimed side, and implicit assumptions, between which there is often neither principled coherence nor practical consequence and consistency. The definitions of enlargement and security were shaped through the analysis of EU enlargement studies and European security studies, as seen in the context of the most important theories of European integration and international relations. Solutions based on the starting points of structural realism were adopted, while the thesis uses contextual analysis and permutation of goals and means as the analytical framework of the research. The structure of the international system, reduced to its polarity, gives different weight to the influence of the security factor on the forms of EEC/EU expansion. Within the bipolar international system, the security criterion had the status of the security interest of the EEC internal integration. Within the framework of the unipolar international system, the criterion of strategic interest of the extended EU security concept was formed, within which the specific policy of EU enlargement took place, which was stimulated by the action of the CFSP EU, and later the ESDP EU. In the process of globalization "from a single center", the strategic interest of the extended EU security concept has switched from its dominant, economic-market and value-normative dimension of security and the basic, initial motives for the expansion of the EU towards the CEE countries, including the geopolitical ambition of the EU, to the strategic interest of NATO's transatlantic security at the end of the enlargement process. What finally tipped the scales during the expansion of the EU to Romania and Bulgaria were the implicit assumptions, or rather NATO's implied, geopolitical and military motives for the expansion of the EU towards the east of Europe, which additionally ensured NATO's enduring permanence, as its declared goal. Structural changes in the EU enlargement policy have thus led to a long-term stagnation of the European integration process in the area of enlargement, but also in the area of security and defense. The main conclusion of the dissertation is contained within the view that due to structural changes in the EU enlargement policy towards the CEE countries, the EU has failed to confirm its own identity on the international stage as its declared goal. This requires that the EU, wherever necessary, should apply a structural realist approach based on the analysis of the balance in the international system.
