This dissertation studies the relationship between the role conceptions and relational identity in International Relations by a compatibilist framework of Identity–Role Complex (IRC). By using the concept of foreign policy role, one overcomes a series of obstacles that were previously disabling more elaborate insights into the relationships between identity and state behavior, which is not causal but mutually constitutive. The interpretive framework of IRC proposes that identities/identifications and roles of small states represented in international organizations, such as the United Nations (UN), can be found in convergent or divergent relationships. A convergent IRC assumes adequate foreign policy roles and identities. A divergent IRC assumes that foreign policy identity and roles go apart in the interaction of constituting each other. Small states mostly seek to mitigate the IRC divergence that presupposes an adaptation mechanism: a) the commensurability of roles with the existing identity narrative, or b) the change of the identity narrative in question. Achieving convergence means a) resolving the identity crisis that was in the basis of the divergent IRC, and b) harmonization of the role set or role change in order to balance the IRC. This theoretical argument is illustrated in the dissertation by three case studies that explore the construction of foreign policy identities and roles of the SFR Yugoslavia, Serbia and Croatia in the speeches of their representatives before the UN General Assembly. The dissertation contributes to Small States’ Studies and а constructivist Foreign Policy Analysis byen
