Иновације представљају најзначајнији потенцијал одрживог друштвено-економског раста и
развоја у савременом друштву, а Агенда 2030 као документ за људе и планету у XXI веку
пружа могућност њиховог иницирања. Основни циљ истраживања јесте анализа структуре
односа, функција и веза између Агенде 2030 и услова за покретање иновација у јавним
управама држава Западног Балкана у окружењу које тежи друштвено-економском расту и
развоју.
Истраживања о иновацијама у јавном сектору су од краја XX века у порасту. Једно од њих је
и Оквир нове синтезе Џоселин Бургон који помаже да се пронађу решења за изазове у XXI
веку. Овај приступ иницира да се улога државе прошири изван сегмента њене традиционалне
позицијe, те да се обухвате и други актери, што представља повољну основу за примену
Агенде 2030.
У истраживању се полази од основне претпоставке да Агенду 2030 можемо посматрати као
чинилац покретања иновација у јавним управама држава Западног Балкана. Сходно томе,
изражена воља држава, односно њихова с...премност да спроводе Агенду 2030, усаглашеност
политика на националном нивоу и постојање кровног документа за примену Агенде 2030,
као и опредељена финансијска средства, нужан су предуслов за потврду општег полазишта.
Визија Агенде 2030 се поклапа са ером у којој нове технологије покрећу иновације, а у
сегменту јавних политика то подразумева повећање ефикасности, ефективности,
економичности, транспарентности, одговорности, делотворности и правне сигурности у
пружању јавних услуга грађанима и привреди. Унапређење рада система јавних управа
остаје једно од најважнијих питања реформи у државама Западног Балкана, а иновације
повезане са Агендом 2030 могу бити подстицај у том правцу.
Innovations represent the most significant potential of sustainable socio-economic growth and
development in modern society, and 2030 Agenda as a document for people and the planet in the
21st century provides the opportunity to initiate them. The main goal of the research is to analyze
the structure of relations, functions and connections between the 2030 Agenda and the conditions
for initiating innovation in public administration in the Western Balkan Countries in an
environment that strives for socio-economic growth and development.
Research on innovations in the public sector has been on the rise since the end of the 20th century.
One of them is Jocelyn Burgon's New Synthesis Framework, which helps to find a solution to the
challenges of the 21st century. This approach initiates the role of the state to expand beyond the
segment of its traditional position, and to include other actors, which is a favorable basis for the
implementation of the 2030 Agenda.
The research starts from th...e basic assumption that the 2030 Agenda can be viewed as a factor for
initiating innovation in public administration in the Western Balkan Countries. In this regard, the
expressed will of the countries, i.e. their readiness to implement the 2030 Agenda, policy coherence
at the national level and the existence of an umbrella document for the implementation of the 2030
Agenda, as well as certain financial resources, are necessary preconditions for confirming the
general starting point. The vision of the 2030 Agenda coincides with an era in which new
technologies drive innovation, and in the public policy segment this means increasing efficiency,
effectiveness, economy, transparency, accountability, productivness and legal certainty in providing
public services to citizens and the corporate sector. Improving the functioning of the public
administration system remains one of the most important reform issues in the Western Balkan
Countires, and innovations related to the 2030 Agenda can be a stimulus in that direction.
