dc.description.abstractПредмет ове дисертације је анализа комплексних односа и утицаја између међународних организација (држава-чланица) и држава у развоју заинтересованих за њихово чланство (држава-кандидата). Полазећи од постојећих научних сазнања, искустава и међународне праксе, аутор истиче динамички карактер политике условљавања који прожима све сфере међународних односа, политике, економије, безбедности и права. Декларативни дух партнерства, којим међународне организације промовишу сарадњу актера условљавања, представља параван односа субординације при „преговарању” услова за пријем у чланство међународних организација. Ипак, међународне организације, захтевајући испуњавање критеријума и услова, нуде и програме помоћи државама-кандидатима. Зато, »условљавање« сагледавамо уопштено, феноменолошки и понашајно. Истовремено, анализирамо и процесе пријема држава- кандидата у чланство конкретних међународних организација (апострофирамо случај ЕУ) елаборирaјући правила и стандарде који се морају усвојити како би се будуће чланице оспособиле да партиципирају у раду истих. Обрађене су и геостратешке специфичности везане за насловну тему, као и мотиви међународних организација (држава-чланица), односно држава-кандидата, који могу бити политички, економски, безбедносни и статусни. Трагамо и за оптималним мерама притиска међународних организација на државе-кандидате, те за одговором на питање да ли је могуће утицај, који асоцира на принуду, искључити из међународних односа. У том контексту аутор настоји да дâ и одговор на питање да ли је могуће очувати суверенитет држава-кандидата у процесу пријема у чланство међународних организација. Притом, уочава се да политика условљавања, као спољно-политички инструмент, има првенствено функцију заштите међународних организација као »заједничких клубова«, те да пресира владе држава-кандидата да имплементирају реформе које редовно не би спроводиле. Уочена је, такође, позитивна последедица ригидног условљавања у покушају да контролише „политичку елитуˮ држава-кандидата да не користи свој положај за испуњење партикуларних интереса. Следствено, желимо и да утврдимо да ли политичари, али и грађани, у државама-кандидатима схватају значај чланства у одређеним међународним организацијама, као и потребу политичке и личне жртве у том правцу. Зато аутор закључује да је коерцивна политика условљавања неопходна у одређеним, рестриктивним, случајевима, али и да се често злоупотребљава – од стране политичара држава-кандидата, али и од стране представника држава-чланица међународних организација који нису само алтруистички настројени према државама-кандидатима, напротив. Истовремено, истичемо и да је важно одобрити известан степен аутономије држава-кандидата у спровођењу захтеваних реформи, а у циљу прихватања цивилизацијских принципа као својих, као претпоставке егзистенције и прогреса у међународној заједници, а без императива чланства.sr
dc.description.abstractThis dissertation is an analysis of complex relationships and influences between international organizations (member states) and developing countries seeking to become members (candidate countries). By taking into account the current knowledge of relevant social sciences, experiences, and international practices, the author emphasizes the dynamic character of the policy of conditionality that permeates all spheres of international relations, politics, economics, security, and law. The declared spirit of partnership, promoting cooperation between actors of policy of conditionality, disguises the subordination when conditions are being “negotiated” for membership in international organizations. However, international organizations, demanding fulfillment of criteria and conditions, offer support programs to assist candidate countries too. For these reasons, this dissertation examines »conditionality« broadly from both phenomenological and behavioral perspectives. Concurrently, it analyzes the processes of acceptance for candidate countries to specific international organizations (with an emphasis on the EU) by elaborating on the rules and standards that must be adopted to enable them to participate in the work of international organizations. Further, geo-strategic characteristics related to the policy of conditionality are explored, as well as the motives of international organizations (member countries) or candidate countries reflecting political, economic, security, and status interests. This dissertation seeks for optimal measures of pressure from international organizations toward candidate countries, and to answer the following question: Is it possible to exclude the influence associated with the coercion from international relations. In this context, the author seeks to answer whether it is possible to preserve the sovereignty of candidate countries in the process of becoming members of international organizations. At the same time, it is noted that the policy of conditionality, as a foreign political instrument, has the primary function to protect specific international organizations perceived as »private clubs«, and to pressure the governments of candidate countries to implement reforms that it would otherwise not implement. As well, it highlights the positive impact of a rigid conditionality as manifested through efforts to control „political elitesˮ of candidate countries to limit the pursuit of their particular interests. Consequently, this dissertation seeks to determine whether politicians, but also citizens, of candidate countries understand the importance of membership in certain international organizations and the need for political and personal sacrifice in its acceptance. Therefore, the author concludes that a coercive policy of conditionality is necessary in certain restrictive situations, but that it is also often abused by the politicians of candidate countries, as well as by the representatives of international organizations (member countries) that do not have only altruistic intentions toward candidate countries, but often to the contrary. Further, the author underlines that a degree of the candidate countries’ autonomy in the implementation of reforms is important in order to allow for democratic principles to be accepted as their own beliefs and values, as a prerequisite for existence and progress within the international community, even if it is without the imperative of membership.en
