The founding of the Caričin Grad on a place where there was no settlement before and where after the end of life in that early Byzantine city the population never regained, gives us the opportunity to examine urban planning in detail, i.e. the way the city was designed in the early VI century. In the planned urban agglomeration, we can distinguish certain applied architectural procedures during its construction. Consideration of the topic of founding a new city in late antiquity and early Byzantium inevitably includes a broader methodological approach which refers primarily to setting the correct historiography framework within which the city was built, which gives the circumstances in which such a settlement was organized but also the goals they wanted to achieve through its establishment. The diversity of construction programs realized in several imperial mandates before Justinian's renovatio imperii as a gloriously proclaimed context of urban and architectural revival during his reign, made it possible to compare not only the scope and character of building campaigns but also to single out the part of such government programs related to imperial construction programs in a narrower sense, that is, to architectural endeavors that enabled the achievement of political goals and contributed to the strengthening of the imperial cult. In that sense, special attention is paid to the imperial patronages expressed towards the native provinces and cities, i.e. settlements that gave birth to emperors as a category of imperial building programs within which Justinian built the Caričin Grad (Justiniana Prima?), near his native village Taurisium in Dacia Mediterranea. The aim of this paper was to establish a more correct view of the imperial programs in the native province of Justin and Justinian, where patronage of the cities of Dacia Mediterranea was carried out on behalf of the first emperor of the short-lived dynasty, while Justinian devised his program of urban renewal and administrative restoration of the diocese of Dacia, crowned by the construction of Justiniana Prima as its ecclesiastical and to some extent civil capital. The consolidation of security conditions in the diocese and especially on its Danube border affected the overall fortification program of the Caričin Grad, which did not stop only at the city walls, but also included the construction of several new fortresses and the reconstruction of existing ones, which defended the approaches to new diocese metropolis. The political task that Justinian Prima had to accomplish was the aggregation of the ecclesiastical nomenclature in the diocese and its complete separation from the Vicariate of Thessaloniki through the establishment of an archbishopric, while in matters of civil administration not so significant part of the administrative capacities related to the population of Dacia was possibly dislocated out of Thessaloniki. The parallel consideration of the procedures during the founding of several cities as imperial endowments also reflected on the understanding of the sequence of procedures and chronology of the construction of Justiniana Prima, which were mostly based on the Constantine traditions established during the founding of the "Second Rome". For all these reasons, protocol when it comes to founding the city, political-administrative ones that refers to its tasks and activities in the diocese and finally the achieving of 'eternal memory' through monumentalization of the place of origin of its founder, point to the conclusion that the design of architectural and building program for Justiniana Prima was conducted with the direct insight of Justinian himself, that is, by highly educated imperial architects (mechanopoi) from the capital. The tripartite organization of the city with the episcopeion in the walls of the Acropolis, the administrative center in the Upper Town and the martyrial (pilgrimage) center in the Lower Town reveals demands and the choice of the emperor for the content of the urbs of the diocese capital. The content of the city core in the ramparts followed the established pattern from Constantine's time for the improvement of existing settlements or the establishment of new towns, which was reduced to a building-architectural triad: fortification and hydraulic works as well as the church program. Cities that aspired to a higher administrative status, as a rule, had to realize the basic urban program related to the arrangement of their administrative center and urban equipment by building or renovating city palaces (magistrates) and city squares (forums and agoras), main merchant avenues with colonized porticos (stoas) or masonry porches (emboloi). In all cities founded by the emperors, a special attention was paid to the architectural setting that manifests the imperial cult and which implies in various ways arranged imperial forums with the emperor's effigy. In the part of my work related to the organization of works before and during the construction of the city, a para-architectural or geodetic and geometric procedure of transferring the city thesis to the terrain was proposed using a simple system of gromae - geodetic stations to which certain construction tasks were related. This system is illustrated in the example of Groma IV, which is related to sighting and tracing down the fortifications of the Southern wall of the Lower Town and especially the city gate on that section of the enclosure. That geometry and accompanying algebra were present in the process of geodetic surveying and designing is also illustrated by the application of basic geometric figures – regular polygons and orthogons, some of which show higher mathematical education of the designer as the use of a regular nine-angle polygon (nonagon) in the construction of the Water Tower and the eastern corner tower on the same Southern wall of Upper Town. In a synthesized conclusion of the thesis, the path of a wide range of political and historical circumstances that influenced the choice of the administrative category of the city and its role by the imperial founder has been exposed. These influences also determined the appropriate urban structure and choice of architectural content as capacities that enabled the fulfillment of political tasks for the new metropolis defined by the Emperor. The polyvalent role of the Caričin Grad (Justiniana Prima?) inevitably reflected on its tripartite structure and architectural appearance because the city simultaneously strengthened the imperial cult of its founder, was the seat of the archbishopric of Dacia (diocesis Illyriciana) and to some extent its civil administration and finally, the center of pilgrimage to the relics of martyr(s) whose identity is not yet known to us. For the circumstances in the diocese of Dacia, the rich building program that Justinian commissioned for Caričin Grad was realized to the greatest extent, but it is obvious that some city districts remained completely unurbanized, which resulted in the construction of a dense housing cluster of less representative and almost rural architecture. The archeological site of Caričin Grad has great advantages in terms of considering sublimated Roman-Hellenic experiences in urban planning. Of course, the rich heritage of architectural practice and planning of the classical period, which developed unhindered over the centuries, is woven into the urban and appearance of the architectural concept of the Caričin Grad, which, as a rationally designed urban agglomeration of the early Byzantine period, gives us a deep insight into the content and form of an early Christian city, where the Christian character of the settlement is especially emphasized because the city contained an ecclesiastical center - the Archiepiscopal see and a specially arranged pilgrimage center. As a single-layered site, without the burden of settlement layers from the centuries that followed, and especially due to the great preservation and degree of research, Caričin Grad is a unspoiled agglomeration suitable for researching of urban history and planning process in the early Byzantine period, unparalleled in our country.en
