dc.description.abstractФеномен одустајања држава од програма нуклеарног наоружања искуствено је чешћи него финализација програма производњом или набавком атомског оружја. Покретачи нуклеарне пролиферације далеко су више анализирани у науци о међународним односима и студијама безбедности, него што је то случај са обрнутим процесом. Истраживање је показало да је завршетак програма нуклеарног наоружања аномалија и да се већи број држава одлучује за одустајање од програма. Зашто је то тако, објашњено је анализом фактора који утичу на нуклеаризацију и њихов однос са процесом денуклеаризације који је вишедимензионалан. Одсуство фактора који делују на нуклеаризацију не узрокује нужно денуклеаризацију. Немогућност постојећих теоријских приступа да објасне све случајеве војне денуклеаризације, подстакло је аутора да развије сопствени теоријски приступ користећи се еклектичким методама. Теоријска допуна укључује увођење независне варијабле „еколошке безбедности“ у анализу која утиче на процес денуклеаризације, што је и основна хипотеза истраживања. Детаљна елаборација појма еколошке безбедности који се проширује и продубљује, притом не разводњавајући га до мере изједначавања са општим појмом безбедности, помогла је да се избегну теоријске апорије. Нови концепт „еколошке безбедности“ инкорпорира у себи три основна елемента: безбедност животне средине, људску безбедност и одрживост. Спровођење програма нуклеарног наоружања није једносмеран процес, већ трпи успоне и падове. Као додатни проблем адекватног увида у проблематику, намеће се неискреност држава у нуклеарним питањима и коришћење стратегије „врдања“. Пројекције да ће се динамика нуклеарне пролиферације временом појачавати у складу са смањивањем технолошких баријера, увећавањем доступности информација и посебно крахом биполарног међународног система, нису се показале исправнима. Иако „глобална нула“ остаје у рангу мита, показало се да је денуклеаризација надвладала свог „брата близанца“ нуклеаризацију. У покушају да се одговори на питање „зашто државе одустају од програма нуклеарног наоружања“, издвојено је осам независних фактора који делују на одлуку о денуклеаризацији, али најчешће више њих у пакету. Стога су у складу са постављеним хипотезама, користећи се методом моделовања, елаборирана три различита модела одустајања од програма нуклеарног наоружања који обједињавају више различитих фактора денуклеаризације. Конформистичко-утилитарни модел објашњава случајеве одустајања који су се догодили претежно из разлога рационалне калкулације, било политичког, економског, организационог или безбедносног карактера. Вредносно-ставовски модел се намеће као модел убеђења државе у неопходност денуклеаризације из претежно нормативних разлога у коме се еколошка безбедност појављује као сет идеја и вредности. Ресурсни модел заокружује оне случајеве одустајања који су претежно настали из недостатака материјалних или нематеријалних ресурса који су нужан али не и довољан услов успешног нуклеарног програма. Цивилна и војна нуклеарна технологија деле неке базичне принципе, али прелазак са цивилног на војни нуклеарни програм није тако једноставан. Нуклеарна енергетика постаје комерцијална тек две деценије након првих нуклеарних програма искључиво или претежно војне природе. Непролиферациони режим успостављен Споразумом о неширењу нуклеарног наоружања из 1968. године кој има статус норме у међународним односима, довео је до одређене врсте табуизације нуклеарног оружја. Истовремено је дозволио свим државама света да улажу у цивилну нуклеарну технологију, што доводи до проблема када државе то користе као изговор за војне аспирације. Истраживање је показало да је нереално створити универзалну теорију денуклеаризације, већ је једино могуће уочити и класификовати одређене правилности. Анализа три студије случаја нуклеарних програма Шведске, Либије и Југославије, илустративно је потврдила те наводе али и показала да постоје потпуно различити узроци денуклеаризације који у коначности доводе до једнаких исхода. dc.description.abstractThe phenomenon of states withdrawing from a nuclear weapons program is experientially more common than finalizing a program by producing or procuring nuclear weapons. The triggers of nuclear proliferation have been analyzed more in international science and security studies, than in the reverse process. The study has found out that the completion of the nuclear weapons program was an anomaly and that many countries were opting to abandon the program. Why is it so, is explained by analyzing the factors that influence nuclearization and their relationship to a multidimensional denuclearization process. The absence of factors affecting nuclearization does not necessarily cause denuclearization. The inability of existing theoretical approaches to explain all cases of military denuclearization prompted the author to develop his own theoretical approach using eclectic methods. The theoretical complement involves the introduction of an independent „ecological security“ variable into the analysis that influences the denuclearization process, which is the basic hypothesis of the research. A detailed elaboration of the term of ecological security, which is expanding and deepening, without diluting it to the extent of equating it with the general term of security, has helped to avoid theoretical aporias. The new concept of „ecological security“ incorporates three basic elements: environmental security, human security and sustainability. The implementation of a nuclear weapons program is not a one-way process, it has its ups and downs. As an additional problem of an adequate insight into the issues, there is an insincerity of the countries when it comes to nuclear questions, and the use of strategy of „nuclear hedging“. Projections that the dynamics of nuclear proliferation will increase over time in line with the reduction of technological barriers, increased availability of information, and especially the collapse of the bipolar international system, haven’t proven to be correct. Although „global zero“ remains in the myth rank, denuclearization has been shown to outweigh its „twin brother“ nuclearization. In an attempt to answer the question „why countries abandon nuclear weapons programs“, eight independent factors were identified that influence the denuclearization decision, but most of them are bundled. Therefore, in accordance with the hypotheses, using three modeling methods, three different models of abandonment of nuclear weapon programs were elaborated, combining several different factors of denuclearization. The conformist-utilitarian model explains cases of abandonment that occurred mainly for reasons of rational calculation, whether political, economic, organizational or security. The value-attitudinal model is imposed as a model of the state's conviction of the necessity of denuclearization for predominantly normative reasons in which ecological security appears as a set of ideas and values. The resource model rounds out those cases of abandonment that are predominantly caused by deficiencies in material or intangible resources that are a necessary but not sufficient condition for a successful nuclear program. Civil and military nuclear technology share some basic principles, but the transition from civilian to military nuclear program is not so easy. Nuclear power became commercial only two decades after the first nuclear programs of an exclusively or predominantly military nature. The non-proliferation regime established in 1968, by the Non-Proliferation Treaty, which has the status of norm in international relations, has led to a certain kind of taboo of nuclear weapons. At the same time, it allowed all countries of the world to invest in civilian nuclear technology, which causes problems when countries use it as an excuse for military aspirations. Research has shown that it is unrealistic to create a universal theory of denuclearization, but it is only possible to observe and classify certain regularities. An analysis of three case studies of the nuclear programs of Sweden, Libya and Yugoslavia, illustratively confirmed these allegations, but also showed that there are completely different causes of denuclearization that ultimately lead to the same outcomes.
