dc.description.abstractРазличити академски и институционални приступи у процени успешности мировних мисија, неконзистеност методолошког оквира у коме се процене изводе довеле су до конфузије у анализи успешности мировних мисија у решавању сложених унутрашњих конфликта. У раду је тестирана могућност формирања јединствене листе критеријума и методолошког оквира за процену успеха мировних мисија уопште. Резултати су показали да уопштавања критеријума успеха на нивоу свих мисија није могуће али да се могу формирати кластера критеријума према врстама мировних мисија у односу на природу њиховог мандата. Како би се отклониле разлике у начину процене предложен је универзални модел процене успеха мировних мисија који је на теоријском моделу дао добре резултате. Испитујући успешност мировних мисија у унутрашњим конфликтима екстраховани су фактори успешности мировних мисија који су подељени у факторе мисије и факторе окружења с циљем да се разуме какве врсте мисија треба слати у одређене фазе конфликта да би оне биле успешне у хаотичном окружењу унутрашњег конфликта. Успешност је испитивана на примеру вишеструке студије случаја бивше СФРЈ која је обухватила 29 мисија са простора бивше СФРЈ а подаци су прикупљани секундарном анализом академских радова и извештаја организација, анализом садржаја документа организација, из академских база података и експертским интервјуом. Основни закључци указују на значај превентивног ангажовања у раним фазама конфликта, велики број проблема слања традиционалних мисија у активне унутрашње конфликте али и опасности које носу употреба силе у мировним мисијама. Посебан изазов за успех мировних мисија представља концепт „прављења држава“ као што је пример Косова и Метохије. Мировне мисије на простору бивше СФРЈ допринеле су стабилизацији али не и институционализацији базичних конфликата чиме они настављају да пулсирају са неизвесним и често потпуно стављеним ставовима око њихових узрока и антиципација могућих решења. Један од закључака овог истраживања је и потврда да је простор бивше СФРЈ допринео трансформацији мировних мисија УН али и регионалних организација НАТО, ЕУ и ОЕБС које граде своје идентитете ангажовањем у југословенској кризи. На простору бивше СФРЈ развијен је и „европски хибридни кластер“ мировних мисија који проживљава дубоку кризу због фрикције концепта европске и евроатлантске безбедности који има значајне реперкусије на мировни процес и постконфликтну стабилизацију земаља бивше СФРЈ.sr
dc.description.abstractDifferent academic and institutional approaches in assessing the effectiveness of peacekeeping missions, the lack of consistency in the methodological framework in which the assessments have been assessed led to confusion in the analysis of the effectiveness of peacekeeping missions in solving complex internal conflicts. The paper examines the possibility of forming a list of universal criteria and a methodological framework for assessing the success of peacekeeping missions in general. The results showed that the generalization of success criteria at the level of all missions is not possible, but it is possible to form a cluster of criteria according to the types of peacekeeping missions in relation to the nature of their mandate. In order to eliminate differences in the way of assessment the new universal model of the evaluation of the success of peace missions has been proposed, which on the theoretical model has good results. Examining the effectiveness of peacekeeping missions in internal conflicts, success factors of peace missions are divided into mission factors and environmental factors in order to understand what types of missions should be sent to certain phases of conflict in order to succeed in a chaotic environment of internal conflict. This was done true the multiple case study of and the conflict in the former SFRY that included 29 different missions. The data were collected by secondary analysis of academic papers and original reports from organizations, analysis of content of document organizations, academic databases and expert interviews. The basic conclusions indicate to the importance of preventive engagement in the early stages of conflict, the large number of problems of sending traditional missions to active internal conflicts, and the dangers posed by the use of force in peacekeeping missions. A significant challenge for the success of peacekeeping missions is the concept of "state formation" on without a history of statehoodstlike like in the case of Kosovo and Metohija. Peacekeeping missions in the former SFRY region have contributed to the stabilization, but not to the institutionalization of basic conflicts, with which they continue to pulsate with uncertain and often completely opposite anticipations of their solution. One of the conclusions of this research is the confirmation that the territory of the former SFRY contributed to the transformation of UN peacekeeping missions, as well as those from regional NATO, EU and OSCE organizations that build their identities by engaging in the Yugoslav crisis. In the former SFRY, a "European hybrid cluster" of peace missions has been developed, which is experiencing a deep crisis due to the friction of the concept of European and Euro-Atlantic security, which has significant repercussions on the peace process and post-conflict stabilization of the countries of the former SFRY.en
