dc.description.abstractПредмет овог истраживања се односи на испитивање утицаја Европске уније (ЕУ) на трансформацију регионалног безбедносног поткомплекса Западни Балкан од конфликтне формације ка безбедносној заједници. Прецизније, у раду су размотрени војно-безбедносни, политичко-дипломатски, економски и симболички аспекти утицаја ЕУ на стабилизацију, демократизацију и пацификацију региона Западног Балкана. Главни циљ истраживања је био тај да се испита да ли вишедимензионалан утицај ЕУ, чија су најзначајнија средства испољавања војне и цивилне мисије, регионалне безбедносне иницијативе, дипломатске иницијативе, Процес стабилизације и придруживања и програми финансијске помоћи, може да преусмери регионалну безбедносну динамику на Западном Балкану у правцу десекуритизације, регионалне сарадње у области безбедности и напослетку формирања безбедносне заједнице. Да би предмет истраживања био потпуно јасан, у оквиру теоријског дела рада дефинисани су главни теоријски појмови, почев од регионалног безбедносног (пот)комплекса, преко регионалне безбедносне динамике, конфликтне формације, безбедносног режима, безбедносне заједнице, утицаја и трансформације, па све до појмова Европска унија и Западни Балкан. Током анализе главних теоријских појмова идентификовани су и издвојени тачно они њихови сегменти који су потом били предмет испитивања и који су уосталом одредили обим овог истраживања. У дефинисању главних теоријских појмова најзначајнија је била теорија регионалног безбедносног комплекса, која у исто време представља темељ истраживања и извор главних претпоставки. Због великог значаја за ово истраживање, она је детаљно представљена, укључујући њен развој, примену у досадашњим истраживањима, као и резултате примене. Анализа кључних појмова је омогућила да се извоје главни индикатори, а самим тим и да се испланира целокупан методолошки приступ. У овом истраживању, које према својим карактеристикама представља студију случаја, примењен је комбиновани методолошки приступ. То је подразумевало прикупљање и анализу квантитативних и квалитативних података, што је имало за циљ извођење што поузданијих закључака о утицају ЕУ на регионалну безбедносну динамику на Западном Балкану. У том циљу, размотрене су војне и цивилне мисије ЕУ у региону, креирање стратешког оквира националне безбедности у земљама региона, реформе система националне безбедности у земљама региона, безбедносне праксе у земљама региона и регионалне безбедносне иницијативе, затим бројни параметри политичког и економског развоја земаља региона, као и досадашња достигнућа у реформама у области тржишта, државне администрације, правосуђа и људских и мањинских права. Главна претпоставка истраживања потиче из теорије регионалног безбедносног комплекса. Наиме, кључни аутори ове теорије су изнели мишљење да је највероватнији дугорочни сценарио за регионални безбедносни поткомплекс Балкан (у то време они говоре о Балкану, а не о Западном Балкану) да доживи унутрашњу трансформацију и постане интегрални део европске регионалне безбедносне динамике, с обзиром на чињеницу да се налази на путу европских интеграција и свеопштих промена. Како се објашњава, то не би значило потпуно одсуство конфликата у региону већ дефинитивно опредељење за њиховим мирним решавањем кад год се појаве, што је понашање какво се налази у основи безбедносне заједнице. У складу са тим, у основи овог истраживања била је тежња да се испита да ли утицај ЕУ на Западном Балкану може да подстакне превазилажење непријатељске регионалне безбедносне динамике и да преусмери њен ток у правцу изградње безбедносне заједнице. Резултати истраживања су показали да је утицај ЕУ у регионалном безбедносном поткомплексу Западни Балкан помогао да се успостави безбедносни режим у коме, иако још увек могу да се уоче безбедносна дилема и секуритизација, преовлађују покушаји да се на миран начин реше заостали спорови. Међутим, тај режим је према својим карактеристикама ближи конфликтној формацији него безбедносној заједници због веома слабог напретка у решавању спорова, споре имплементације мировних споразума, одсуства воље да се спроведу демократске реформе, веома слабе регионалне сарадње, политичке нестабилности, економске стагнације, дискриминације мањина и широко распрострањене међуетничке нетрпељивости. Према томе, утицај ЕУ није усмерио регионалну безбедносну динамику на Западном Балкану у правцу изградње безбедносне заједнице, те је безбедносна перспектива региона крајње неизвеснаsr
dc.description.abstractThe subject of this research relates to the examination of the European Union’s (EU) impact on the transformation of the Western Balkans regional security subcomplex from the conflict formation to the security community. More precisely, in the paper were considered military-security, political-diplomatic, economic and symbolic aspects of the European Union’s impact on the stabilization, democratization and pacification of the Western Bakans region. The main goal was to examine whether multidimensional impact of the EU, which the most important means of expression are military and civilian missions in the region, mediation in resolving disputes, financial aid programs, conditional policy and The Stabilisation and Association Process (SAP), can cause such changes in the security dinamics in the Western Balkans regional security subcomplex that would lead to the desecuritisation, regional security cooperation and finally security community formation. To make the subject of research completely clear, in the theoretical part of the work were defined the main theoretical concepts, including regional security (sub)complex, regional security dinamics, conflict formation, security regime, security community, impact, transformation, European Union and Western Balkans. During the analysis were identified and extracted exactly those segments of the main theoretical concepts that were the subject of the examination and that after all determined the scope of this research. In defining the main theoretical concepts the most important source was regional security complex theory, which in the same time represents the basis of this research and the source of the main assumptions. Because of its great importance for this research, regional security complex theory is presented in detail, including the development, application in the previus researches and results of that application. Analysis of the main theoretical concepts was the key thing not just for defining the subject of research, but also for its operationalization. It made it possible to extract the main indicators and therefore to plan the entire methodological approach. In this research, which represents a case study according to its caracteristics, it was applied a combined methodological approach. It involved collecting and analyzing quantitative and qualitative data, which had for the main goal a making of more relevant conclusions about the impact of the EU on the regional security dynamics in the Western Balkans. In that goal, there were considered European military and civilian misions in the region, creation of a strategic framework for national security in the countries of the region, reforms of the national security sistem in the countries of the region, security praxis in the countries of the region and regional security initiatives, and after then numerous parameters of political and economic development in the countries of the region, as well as the achievements in reforms in the field of market, public administration, judiciary and human and minority rights. The main assumption of this research comes from the regional secutrity complex theory. Namely, the key autors of the theory expressed the opinion that the most likely long-term scenario for the regional security subcomplex Balkans (at that time they were talking about the Balkans, not the Western Balkans) is to experience internal transformation and become an integral part of the European regional security dynamics, given the fact that it is on the path of European integration and overal changes. As they explained, this would not mean complete absence of conflicts in the region but definitely a commitment to their peacefull resolution whenewer they appear, which is the behavior that is at the heart of the security community. Accordingly, in the basis of this research was the tendency to examine whether the impact of the EU in the Western Balkans can encourage the overcoming of hostile regional security dynamics and redirect its course towards building a security community. The results of this research showed that the impact of the EU in the Western Balkans regional security subcomplex was helped to establish a security regime in which are prevaling attempts to settle disputes in a peaceful manner, although security dilemma and securitization can still be seen. However, that regime is closer to the conflict formation than to the security community according to its characteristics due to very poor progress in resolving disputes, slow implementation of peace agreements, lack of will to carry out democratic reforms, very weak regional cooperation, political instability, economic stagnation, discrimination of minorities and widespread interstate and interethnic antagonisms. Consequently, the impact of the EU did not direct regional security dynamics in the Western Balkans regional security subcomplex towards building a security community, so the security perspective of the region remains extremely uncertainen
