dc.description.abstractTeorijski predmet disertacije je analiza veza između profesionalnih bezbednosnih praksi i preobražaja međudržavnih odnosa u postkonfliktnom regionu. U radu se želi doprineti razumevanju međuzavisnosti kolektivnih identiteta i bezbednosnih praksi u međunarodnim odnosima. Glavna literatura korišćena u ovom radu jeste iz oblasti teorije prakse, sa posebnim osvrtom na razumevanje praksi u međunarodnim odnosima, inspirisano sociologijom Pjera Burdijea i Ervinga Gofmana. Jedinica analize bile su prakse, kako one rutinske i nerefleksivne, koje su akteri usvojili socijalizacijom u okviru određenog habitusa, tako i strateški namerni potezi kojima pokušavaju da upravljaju utiscima koje ostavljaju na druge ljude. U radu je korišćena prakseografija, odnosno metodološki pristup beleženju i interpretaciji praksi i rekonstrukciji njihovih značenja u kontekstu i kroz vreme. Empirijsko istraživanje obavljeno je uz korišćenje sledećih kvalitativnih metoda – dubinskih polustrukturiranih intervjua, posmatranja sa učestvovanjem i narativnom analizom govora i tekstova. Empirijski predmet analize disertacije su prakse srpskih policajaca u interakciji sa njihovim kolegama iz drugih zemalja, uključujući odnose sa odvojenim delom sopstva – Kosovom od kraja oružanih sukoba polovinom 1999. do 2018. godine. Prostorno određenje studije slučaja definisano je na osnovu mapiranja praksi prikupljenih empirijskim istraživanjem, odnosno ostavljeno je intervjuisanim policajcima da odrede koji je region relevantan za njihov rad i kako i od čega zavisi regionalno grupisanje i sukobi u njihovom iskustvu. Analiza obuhvata dve studije slučaja. U prvoj su analizirane prakse kojima se svakodnevno odvijaju saradnja i sukobi unutar regionalnih foruma, kao i uvid u ograničenja zajedništvu iz ugla profesionalaca. U drugoj studiji slučaja analizirano je kako su na krizu bezbednosti sopstva, ili identiteta kao države, policijski službenici odgovorili u praksi. Studija slučaja obuhvata period kada je izgubljena fizička i politička kontrola na toj teritoriji potpisivanjem Kumanovskog sporazuma, do saradnje sa V kosovskom policijom kojoj je posredovala EU u sklopu dijaloga o normalizaciji odnosa i pristupanja Srbije EU. Glavni zaključak jeste da primena teorije prakse značajno obogaćuje analizu preobražaja međudržavnih odnosa u postkonfliktnom regionu i omogućava da se razume multidimenzionalnost te transformacije. Kombinacija Gofmanove dramaturške analize i Burdijeove analize pozicija, omogućava da se prepozna i kreativni potencijal dejstvenika i ukotvljenost njegovog delovanja u različitim društvenim pozicijama unutar polja u kome deluje. Glavni nalaz je da su prakse policijskog habitusa manje ugnježđene u nacionalne političke prakse u odnosu na većinu suseda. Do desekuritizacije u međudržavnim odnosima dolazi kada srpski policajci dobiju implicitno priznanje svojih dizpozicija i ugleda od kolega iz regiona i spoljnih aktera. Drugi nalaz ove studije jeste da spoljna socijalizacija može da kreira prilike za desekuritizaciju međudržavnih odnosa među neprijateljima, ali da se zajednice praktičara razvijaju među policajcima samo kroz praksu i ne podudaraju se nužno sa obrisima inicijativa koje su spoljni socijalizatori i političari podsticali. Treći nalaz je da kooperativne prakse bezbednosti nemaju jednak uticaj unutar cele policijske profesije, jer postoje razlike unutar policijskog habitusa u shvatanju referentnog objekta i uspeha policijskog postupanja. U situaciji histerze ili jaza između pozicije u regionalnom polju i dispozicije sprskih policajaca o Kosovu kao sastavnom delu Srbije, policijski habitus je više ugnježden u širi državni identititet. U saglasju sa teorijom ontološke bezbednosti, akter (policija Srbije) prilagođava prakse i rutine samo da bi se održala autobiografiju države, a u ovom slučaju to je suverenost na Kosovu. U oba slučaja policajci su u prilici da desekuritizuju saradnju sa kolegama sa druge strane, kada predmet saradnje nije sekuritizovan u političkom polju i kada je moguće i sekuritizovano pitanje izmestiti iz zvanične saradnje u neformalnu. Ovo ukazuje da praksa međudržavnih odnosa nije jednoobrazna i da zavisi od razumevanja konteksta i situacija u praksama policajaca.sr
dc.description.abstractThe theoretical subject of this study is the analysis of mutual constitution of between professional security practices and the transformation of inter-state relations in a post-conflict region. The objective of the study is to contribute to understanding of interdependence of collective identities and security practices in international relations. The central theoretical foundation of this study is the theory of practice, especially literature on the practices in international relations inspired by the sociology of Pierre Bourdieu and Erving Goffman. The key units of analysis are practices, both the routine ones and non-reflexive ones, which the actors had adopted by socialisation within a particular habitus, as well as strategic and intentional moves used to manage the impressions that the participants in interaction want to leave. The methodological approach used in this study is praxeography, i.e. the approach used for recording and interpreting practices and reconstructing their situational and historized meanings. The empirical research was carried out with the use of following qualitative methods: in-depth semi-structured interviews, participant observation and narrative analysis of interviews and texts. The empirical subject of this study is the practice of Serbian police officers in interaction with their counterparts from other countries, including the relations with a separated part of the self – Kosovo. The time period under study spans from the end of armed conflicts in mid-1999 until the end of 2018. The spatial determination of the case study is defined based on the mapping of practices collected by empirical research. It was left to the interviewed police officers to determine which region is relevant to their work and how, as well as what is the cause of the regional grouping and conflicts, based on their experience. In that way, construction of region in police practices became visible. The analysis includes two case studies. The first one analyses the mundane practices of cooperation and conflicts within regional fora. It also provides an insight into constraints to community-building from the perspective of police professionals. The second case study analyses how the police officers responded to the crisis of ontological VIII security or the identity of a state. It covers the period from when the physical and political control of the territory was lost through the signing of the Kumanovo Agreement, until the cooperation with Kosovo Police Service was established under the EU mediation of the dialogue on normalisation of relations and the accession of Serbia to the European Union. The main conclusion is that employing the theory of practice significantly enhances the analysis of transformation of interstate relations in the post-conflict region and allows us to understand the multidimensionality of this transformation. The combination of Goffman’s dramaturgical approach and Bourdieu’s analysis of positions enables us to acknowledge the agency of the actor and the dispositions of his actions in various social positions within the field in which he operates. The main conclusion is that the practices of the police habitus in cooperation with most neighbours are less nested in national political practices. De-securitization in interstate relations happens when Serbian police officers receive implicit recognition of their dispositions from their regional colleagues and external actors and improve standing in regional field. The second conclusion of this study is that external socialisation can generate opportunities for de-securitisation of interstate relations among enemies, but that communities of practice develop only through the practice of police officers and do not necessarily match the boundaries that external socialisers and national politicians have put forward. The third conclusion is that cooperative security practices do not have the same effect throughout the entire police profession. There are significant differences within the police habitus in implicit understanding of the reference object and the success of interaction with foreign police. In the case of hysteresis or the gap between the position in the regional field and the disposition of the Serbian police on Kosovo as an integral part of Serbia, the police habitus is more deeply located in a wider state identity and official politics. In accordance with the theory of ontological security, the actor (Serbian police) creatively adapts its practices and routines to maintain autobiography of the state, in this case, the narrative of sovereignty over Kosovo. In both cases—of cooperation with other neighbours and with Kosovo Police Service—Serbian police officers have the opportunity to de-securitise cooperation with colleagues when the subject of cooperation is not securitised in the IX political field and when they manage to transfer the securitised object of cooperation from the frontage of formal cooperation to the informal cooperation in the backstage.en
