Informacioni sistemi i upravljanje poslovnim procesima na carinama

Abstract

Razvoj nauke i tehnike uzrokovao je krupne i korenite promene kako u svetu tako i u svim sferama društvenog života. U tom smislu, uticaj savremenih tehnologija postaje ključan u stvaranju novih oblika poslovanja i pružanja usluga kao i kreiranju novih poslovnih strategija. Zato se danas veliki deo poslovanja privrednih subjekata odvija putem informacionih tehnologija u cilju pružanja usluga korisnicima na efikasniji način, čime se ostvaruju i ciljevi državnih organa i institucija. Na bazi takvih tendencija razvoja i Uprava carina Republike Srbije je u skladu sa informacionim standardima Evropske unije, unapredila i razvila svoj informacioni sistem. Naime, uspostavljen je sistem carinjenja koji radi potpuno elektronski i koji se u osnovi bazira na elektronskoj razmeni podataka između Carine i deklaranta. Ovakav pristup omogućava racionalizaciju poslovanja svim učesnicima u carinskom postupku kao i skraćenje vremena carinjenja roba. In concreto, u radu će se sagledati novi načini rada koji pre svega podrazumevaju korišćenje informacionih tehnologija kao jedan od glavnih fokusa za podizanje operativnih standarda procesa carinjenja.

The development of science and technology has caused major and radical changes around the world and in all spheres of social life. In that sense, the influence of modern technologies is becoming crucial in creating new forms of business and service as well as devising new business strategies. Therefore, a large part of the business activities of business entities is implemented through information technology in order to provide services to the users in a more efficient way, thus achieving the goals of state bodies and institutions. Thanks to such development trends, the Customs Administration of the Republic of Serbia, in accordance with the European Union information standards, has improved and developed its information system. In fact, the customs clearance system, which operates completely electronically and is based on electronic data exchange between the Customs and the declarant, has been established. This approach enables the rationalization of operations for all participants in the customs procedure as well as the shortening of the time of the customs clearance of goods. Accordingly, the paper will study the new ways of work, which primarily involve the use of information technologies as one of the main focuses for raising the operational standards of the customs clearance process.
