dc.description.abstractTransfers represent the type of current public expenditures and dominant elements in public finances. They are extremely important for the public finance system, and greatly affect the level of development of the country and all macroeconomic variables. From the aspect of their purposes and the aims that are to be achieved through transferred funds, transfers with an economic purposes, transfers for social purposes and transfers for payments of interest on public debt are different. The subject of research in this doctoral dissertation is public expenditures in the name of transfers in developed and developing countries, as well as their impact on key macroeconomic variables. The purpose of the research in this doctoral dissertation is to make a quantitative and qualitative analysis of the dynamics of transfers in public finances and their impact on key macroeconomic variables. Accordingly, in the dissertation, the main hypothesis in the research is that the transfers are a significant and effective fiscal policy instrument that influences economic and social movements in the country. Design and Methods of the Research - For each type of transfer, the scope and structure, as well as interdependence and effect on GDP growth rate, unemployment rate, inflation rate, volume of public debt, as well as volume of budget deficits, are analyzed in this dissertation. The analysis covers transfers in selected developed countries (USA, Germany and France) and developing countries (Slovenia, Hungary, Slovakia) over the period 2007-2016. In accordance with the tasks of the research, several scientific methods were used in the preparation of this doctoral dissertation. The methods of comparative analysis were used on the transfer structure in countries of varying degrees of development. The dynamic analysis method was used to determine the form and direction of the long-term tendency (trend) in the movement of certain types of transfers, as well as the intensity of changes in the volume and structure of transfers by the countries on which the research is based. Statistical methods, primarily regression and correlation analysis, were applied in order to determine causal and consequential relationships between researched phenomena. Research finding - The obtained results of the regression and correlation analysis applied in this dissertation confirm the initial hypothesis that transfers represent a significant and effective fiscal policy instrument that affects economic and social trends in the country. In addition, the hypothesis that the volume and structure of transfers is significantly determined by the level of economic development of the country is confirmed, since the analysis of the participation of transfers by types in the GDP of the analyzed countries resulted in the conclusion that there are differences between the developed and the developing countries as well as the hypothesis that the effects of using transfers in public finances are heterogeneous, since there is a difference between developed and developing countries. Special attention in this doctoral dissertation is devoted to analysis of transfers in public finances of the Republic of Serbia. Significance of research - The observed tendencies in the scope and structure of transfers of the Republic of Serbia indicate that the transfer system in the Republic of Serbia is inadequate and should be significantly improved. The results of the research in this doctoral dissertation will gain in importance if the fiscal policy creators in the Republic of Serbia use it as a basis for finding the answers and solving the problems of redesigning the transfer system, in order to increase its efficiency and improve the macroeconomic performance of the country and the standard of living of the population.en
