dc.description.abstractИзбори у локалним самоуправама деценијама су остајали ван истраживачког фокуса и у сенци парламентарних и председничких избора. Да ли се ради о специфичном политичком процесу у којем преференције бирача одређују понуде јавних политика кандидата и странака или о простој рефлексији гласања на националном нивоу за посланике централног представничког тела и шефа државе, једно је од важних истраживачких поља у псефологији. Изборни и страначки систем, степен страначке идентификације, карактер локалне самоуправе, организација власти, календар одржавања избора (самостални или истовремени на различитим нивоимa власти) – и, пре свега, низ контекстуалних фактора обликују понашање бирача. У последњој деценији све је више студија које преко наведених индикатора трагају за одговoрима на поменуту дилему у националним оквирима. Оне су претпоставка за формирање генералних ставова о посебности локалних избора, а ова дисертација је прилог тим истраживањима. За четврт века од почетка редемократизације у Србији два пута је радикално мењан систем локалне власти – од комуналног система до модела локалне самоуправе – увек у правцу јачања овлашћења и функционалности овог (основног) нивоа власти. Одборници у скупштинама општина и градова бирани су по четири различита изборна модела: двокружним већинским системом, затим једнокружним системом релативне већине, као и пропорционалним изборним системом са две варијације – са изборним прагом од 3% и употребом Хер- Нимајерове формуле, и изборним прагом од 5% и употребом Д’Онтове формуле за транспоновање гласова у мандате. У истраживаном периоду одржано је шест изборних циклуса за органе локалне самоуправе, али само један на коме су грађани бирали само локални ниво власти. Управо ове чињенице локалне изборе у Србији чине захвалном истраживачком темом за проверу наведене парадигме. Контекстуални оквир, понашање кључних актера (бирача, кандидата и странака), а такође и тип изборног система основни су индикатори којима се у овој студији истражују локални избори у Србији у периоду 1992–2008, као и 2012. године, и у којој се јасно идентификују два периода. Први период, од 1990. до 2000. године, представља почетну декаду свеукупне трансформације државне структуре, економског и политичког система, трансформације која је праћена радикалним и трагичним конфликтима и разарањем постојећег система институција и вредности. Први локални избори у том периоду, одржани 1992. године, представљали су рефлексију! претходних и паралелно одржаних парламентарних и председничких избора. Фабриковање већине захваљујући, пре свега, већинском изборном систему допринело је да локалну власт у готово свим јединицама локалне самоуправе врше одборници исте странке као на централном нивоу. Тек су наредни избори, одржани 1996. године, иако одржани по истом изборном моделу, шест година од почетка редемократизације, учинили уједињену опозицију релевантним политичким фактором не само на локалном нивоу. Освајањем већине у главном граду, Београду, и великом броју општина и градова који су представљали важне привредне, образовне и културне центре, опозиционе странке су добиле простор за јачање у организационом, кадровском и политичком смислу и прилику да бар на локалном нивоу покажу програмску алтернативу власти. Тада је и отпочела суштинска политичка плурализација српског друштва и наговештена је смена владајућих елита. Та смена десиће се 2000. године на савезном нивоу, и биће иницијални процес за смену републичке власти, али резултати тих избора неће бити пресликани на истовремено одржане изборе у општинама и градовима. Захваљујући изборном систему релативне већине поражене елите задржаће власт у низу локалних заједница. Задржавање утицаја и моћи у локалној самоуправи биће платформа за њихов опстанак на политичкој сцени, трансформацију и повратак на власт. Други период од 2001. до 2008, односно 2012. године, обележиће промена статуса локалне самоуправе модернијим сетом овлашћења и организацијом власти, замена већинског пропорционалним изборним системом и, први пут, непосредан избор председника општина и градова. Први избори у новом институционалном дизајну, те 2004. године, донеће експанзију броја кандидата и изборних листа, а низак изборни праг од три посто, фрагментираће локалне парламенте. Општине и градови у којима су председници припадали различитим идеолошким и страначким групацијама у великом броју случајева запали су у блокаду. Покретање опозива градоначелника у неколико десетина локалних самоуправа показало су незрелост локалних елита, лошу страну пропорционализма и неконзистност успостављеног система. Непосредан избор челних људи локалних самоуправа биће напуштен и изборни праг повећан на 5% већ на наредним изборима 2008. године, али то ће само нагласити уочене проблеме деперсонализације одборника, њихово искључиво везивање за странке, метрополизацију представништва, фрагментираност парламентарног страначког система у локалној самоуправи, што ће се потврдити и у изборном циклусу 2012. године. Пропорционални изборни модел произвешће шаренолики састав изборних коалиција које неће у свим локалним срединама пратити матрицу политичких савеза на централном нивоу. Међутим, постизборне коалиције на републичком нивоу садржале су калузуле, којима је предвиђа да се одборничке већине у локалној самоуправи уподобљавају коалицији на републичком нивоу, често драстично мењајући вољу грађана исказану на биралиштима. У свим анализираним изборним циклусима видљиво је константно учешће група грађана са великим бројем кандидата, 5% до 10% освојених гласова и променљивим бројем одборника. Ради се политички аморфном институту невладиних организација, независних и утицајних појединаца, страначких дисидената, прикривених страначких наступа који опстају у свим изборима и потврђују потенцијале грађанске партиципације ван страначких оквира. Учинци пропорционалног изборног система повећали су малом броју одборника група грађана у великом броју општина и градова коалициони и уцењивачки потенцијал. Велике разлике у броју гласова, који су освајали кандидати и листе странака и коалиција релевантних странака на републичком и локалном нивоу, потврђују да бирачи нису унисоно давали свој глас. Слаба страначка идентификација, неформатизована страначка сцена, фрагментиран и поларизован страначки систем, чести истовремени изборни циклуси за различите нивое власти, неконзистентна и нетранспарентна страначка политика кандидовања – главни су фактори поделе гласова и различитог гласања бирача у анализираним изборним циклусима. Уједно то је и важна потврда да локални избори нису пука рефлексија гласања на централном нивоу и поред настојања странака да локалне изборе претворе у рутинско пресликавање изборне воље са парламентарних или председничких избора. Да би посебност локалних избора дошла до пуног изражаја потребно је одвојити изборе одборника од избора посланика, променити изборни систем у правцу персонализованог гласања и јачати свест у политичкој заједници о важности и значају локалних власти.sr
dc.description.abstractLocal self-government elections have for decades remained out of research focus, shadowed by parliamentary and presidential elections. Whether they are about a specific political process where voters’ preferences define the offers of the public politics of candidates and parties or plain reflection of national-level voting for the MPs of central representative body and the head of state, they are one of the essential research fields in psephology. Electoral and party systems, extent of party identification, the character of local self-government, organization of authority, calendar of elections – independently or simultaneously on different levels of authority – but above all a series of contextual factors, shape voters’ behavior. In the last decade, there are more and more studies, which seek for answers to the above dilemma within the national framework through the stated indicators. They are an assumption for forming general views on the particularity of local elections, and this dissertation is a supplement to the research. For the quarter of the century since the onset of redemocratization in Serbia, the local government system was radically changed twice from the utility system to the local self-government model, always striving towards the strengthening of authorization and functionality of this basic level of authority. Aldermen of the municipal assemblies and town councils were elected according to four different electoral models: two-round majority system, one-round system of relative majority and two kinds of proportional representation system - with electoral threshold of 3% and Hare-Niemeyer formula and with electoral threshold of 5% and D’Hondt formula for translating votes into seats. During the period of research, six electoral cycles were held for the bodies of local selfgovernment, but only one where the citizens could elect solely the local level of authority. These very facts make the local elections in Serbia a favorable research subject for the verification of the above paradigm – whether or not they are an autonomous process or a reflection of elections for higher levels of authority. Contextual framework, behavior of key protagonists – voters, candidates and parties – and type of electoral system are basic indicators used in this study to research local elections in Serbia within the period between 1992 and 2008, as well as 2012, which clearly defines two periods. The first period, from 1990 to 2000, represents a starting decade of the overall transformation of the state structure, economic and political system, followed by radical and tragic conflicts and devastation of the existing system of institutions and values. The first local election in this period, held in 1992, represented a mere reflection of previously and simultaneously held parliamentary and presidential elections. Owing to the majority electoral system above all, the fabrication of majority led to the fact that local authority in almost all local self-government units was given to the aldermen of the same party as on the central level. Only the next elections, held in 1996 according to the same electoral model, six years since the onset of redemocratization, made the unified opposition a relevant political factor, not only so on the local level. By winning the majority in the capital, Belgrade, and a number of municipalities and towns which were significant economic, educational and cultural centers, the opposing parties were given space to strengthen in terms of organization, human resources and politics and an opportunity to demonstrate program alternative to the government, at least on a local level. That was when the essential political plurality of the Serbian society started, as well as the ousting of the ruling elites. The ousting would happen in 2000 on the federal level, and it would be an initial process for the ousting of the republic authority, but the results of that election would not be copied to the simultaneously held election in the municipalities and towns. Owing to the relative majority system, the defeated elites would maintain their authority in a series of local communities. Maintaining influence and power in the local self-government would be a platform for their survival on the political scene, transformation and regaining authority. The second period from 2001 to 2008, that is, 2012, would be marked by the change of status of the local self-government with a more modern set of authorizations and organization of authority, replacement of the majority system by the proportional representation system and, for the first time, direct election of municipal and city presidents. The first election in a newly institutionalized system, held in 2004, would result in an expansion of the number of candidates and electoral lists, a low 3% election threshold, and it would fragment local parliaments. In a large number of cases, municipalities and towns with presidents who belonged to different ideological and party groups faced blockade. Starting the recall of the mayors of dozens of local selfgovernments showed immaturity of the local elites, disadvantages of proportional representation and inconsistency of the established system. Direct election of the leaders of local self-governments would be abandoned and election threshold increased to 5% at the very next election in 2008, but it would merely emphasize the detected problems of depersonalization of aldermen, their exclusive association with the parties, metropolization of regional offices, fragmentation of parliamentary party system in the local self-government, which would be confirmed during the election cycle in 2012. Proportional representation model would produce a colorful composition of electoral coalitions, which would not follow the matrix of political alliances on the central level in all local environments. However, the post-electoral coalitions on the republic level advocated clauses which anticipated that the aldermanic majority in the local selfgovernment was to be adjusted towards the coalition on the republic level, often drastically changing the will of the citizens demonstrated at the polls. All the analyzed electoral cycles illustrate a constant participation of citizen groups with a large number of candidates, 5 to 10% won votes and variable number of aldermen. It is about a politically amorphous institute of non-governmental organizations, independent and influential individuals, party dissidents and covert party appearances, which survives in all elections and confirms the potentials of citizens’ participation outside party framework. The effects of the proportional representation system increased the coalitional and blackmailing potential to a small number of aldermen elected by citizen groups in a number of municipalities and towns. Large differences in the number of votes won by the candidates and party lists and the coalition of relevant parties on the republic and local levels confirm that the voters did not vote in unison. Weak party identification, an unformatted party scene, fragmented and polarized party system, frequent simultaneous electoral cycles for different levels of authority, inconsistent non-transparent party policy of candidacy – these are the main factors of vote allocation and different voting in the analyzed electoral cycles. At the same time, it is a valid confirmation that local elections are not a mere reflection of voting on the central level even though the parties tend to turn the local elections into a routine copying of electoral will demonstrated at parliamentary or presidential elections. To bring particularity of local elections to the full, aldermanic elections need to be separated from MP elections, the electoral system needs to be changed towards personalized voting, along with the rise of awareness of a political community and the significance of the local authorities.en
