Процес европских интеграција се остварује кроз два основна начина:
продубљивање и проширење. ЕЗ/ЕУ је у својој историји имала шест проширења, прво
1973. године и последње 2013. године. Она је кроз процес проширења од заједнице 6
држава чланица израсла у заједницу 28 држава која има преко пола милијарде
становника.
Циљ рада је да објасни шта све подразумевамо под процесом „проширење ЕУ“,
који је његов коначни циљ, те да утврди да ли проширење позитивно или негативно
утиче на процес европских интеграција, да ли га убрзава или успорава. У раду се
истражује и како је промена тенденције процеса европских интеграција, односно његов
заокрет од економске ка политичкој интеграцији, утицала на политику проширења.
Процес проширења је први мировни, добровољни начин повезивања европских
народа у једну заједницу и под једну владавину у европској историји. Основни циљ
овог процеса је повезивање европског континента у јединствену организациону целину
у економском, политичком, безбедносном... и културном смислу, те јачање глобалне
позиције Уније. Само уједињена Европа има снагу да буде глобални актер jeр ниједна
држава чланица ЕУ нема економске, војне, политичке нити културне капацитете да
буде самостална глобална сила попут нпр. САД.
На почетку процеса интеграција, иако су у оснивачким уговорима постојала
правила пријема нових чланица, ЕЗ није имала политику проширења. Услови и
инструменти ове политике временом су развијани и постајали су све сложенији у
складу са продубљавањем процеса европских интеграција, променом карактера држава
које аплицирају за чланство, те економско-политичким стањем унутар ЕУ као
заједнице.
Крај хладног рата и пад Берлинског зида отворили су могућност проширења
процеса европских интеграција на територију бившег Источног блока, тзв. совјетску
зону утицаја. То је била преломна тачка у развоју политике проширења. По први пут у
историји процеса европских интеграција је због политичко-економских карактеристика
нових кандидата било неопходно прецизније утврђивање услова за чланство у
Европској унији, чиме је започело и конкретно дефинисање и уобличавање политике
проширења.
Европска унија се управо кроз политику проширења активније укључила у
решавање проблема на Западном Балкану, 1999. године, покретањем Процеса
стабилизације и придруживања као посебно политичко-правног оквира за укључивање
овог региона у процес европских интеграција. Међутим, однос Уније према Србији и
Косову и Метохији поново је, након Источног проширења, активирао расправе о
промени статуса политике проширења односно њеног стављања у службу заједничке
спољне и безбедносне политике ЕУ, те њеном новом геополитичком карактеру.
Развој ЕЗ показује да су до краја хладног рата примат имали економски, а након
тога политички циљеви процеса интеграција. Уговором о Европској унији најављен је
заокрет у тенденцији процеса европских интеграција и прелазак са економске на
политичку сферу интегрисања. Први такав пројекат био је покретање заједничке
спољне и безбедносне политике, а у оквиру ње и европске одбрамбене политике.
Успешан развој ове две политике онемогућава чињеница да су чланице ЕЗ од почетка
процеса европских интеграција своју одбрану повериле НАТО савезу.
Политика проширења ЕЗ/ЕУ је од почетка била у складу са циљевима и
приоритетима процеса европских интеграција. Промена тенденције процеса
интеграција након краја хладног рата изазвала је промену карактера ове политике. Она
је тада доживела убрзан развој и процес проширења је постао приоритет Уније, али њен
карактер се променио у негативном смислу, она више није у исконском духу процеса
европских интеграција. Она је од економско-тржишне постала политика геополитичких
начела и критеријума. Политика проширења је од Уговора из Мастрихта морала бити у
складу са спољном и безбедносном политиком новоосноване Уније јер су обе део
спољних активности Уније. С обзиром да је заједничка спољна и безбедносна политика
била у складу са политиком НАТО савеза, што је потврђено у оснивачким уговорима
Уније, неминовно је било да и политика проширења сада буде под контролом НАТО
савеза. Тако су и процес проширења ЕУ и процес проширења НАТО-а постала два
паралелна, усклађена и условљена процеса.
Општи утицај процеса проширења на процес европских интеграција је,
несумњиво, позитиван због саме чињенице да је проширење увећало број учесника
процеса интеграција и број ЕУ политика које су покренуте. Свако проширење је
разлочито утицало на процес интеграција, а највећи изазов било је Источно проширење.
При томе, процес проширења је превео процес западноевропске интеграције у процес
европске интеграције. Он јесте омогућио Унији позицију глобалног економског, али не
и политичко-безбедносног актера. Европска унија као самосталан глобални политички
актер тешко је замислива у ближој будућности јер ни сама Унија тј. државе чланице
још увек нису утврдиле који је крајњи циљ европске политичке интеграције и немају
јединствен став о томе шта желе од политике проширења и заједничке спољне и
безбедносне политике
The process of European integration is realized in two basic ways: deepening and
enlargement. EC/EU had six enlargements in the course of its history: the first enlargement
happened in 1973, and the last one in 2013. Through the enlargement process, it has grown
from the community of 6 member states to the community of 28 states with over half a billion
inhabitants.
The aim of the paper is to explain what is implied by the process of “EU
enlargement”, what its ultimate goal is, as well as to determine whether the enlargement
influences the European integration process in a positive or negative way, that is, if it is
accelerated or slowed down. The paper researches how the change in tendency of the
European integration process, that is, its turn from the economic toward political integration,
has influenced the enlargement policy.
The enlargement process is the first peaceful, voluntary manner of joining European
people into one community and under one rule in the history of... Europe. The main goal of this
process is joining the European continent into a unified organizational whole in economic,
political, security and cultural sense, and the strengthening of the Union's global position.
Only the unified Europe has the strength to be a global actor as none of the EU member states
has economic, military, political or cultural capacities to be individual global power like, for
example, USA.
EC did not have enlargement policy at the beginning of the integration process,
although there were conditions for the admission of new members in the founding treaties.
Over time, the policy conditions and instruments have been developed and become more
complex in accordance with the deepening process of European integration, the change of
character of states applying for membership, and the politico-economic conditions within EU
as a community.
The end of the Cold War and the fall of the Berlin Wall created the possibility of
expanding the European intergration process onto the territory of the former Eastern bloc, the
so-called Soviet bloc. That was a turning point in the development of enlargement policy. For
the first time in the history of the European integration process, it was necessary to define
precise conditions for the membership in the European Union due to politico-economic
characteristics of new candidates, which is the reason why the work on defining and forming
concrete enlargement policy was initiated.
It was through the enlargement policy that the European Union took on an active role
in solving problems in the Western Balkans in 1999, by initiating Stabilisation and association
process as a special politico-legal paradigm for including this region in the European
integration process. However, the attitude of the Union towards Serbia and Kosovo and
Metohija, after Eastern enlargement, has again triggered the debate on the change of status of
the enlargement policy, that is, its being put into the service of EU Common Foreign and
Security Policy, and its new geopolitical character.
EC development shows that by the end of the Cold War the economic goals had
supremacy, and after that the political goals of the integration process. By the Treaty on
European Union, the tendency shift of European integration process was announced, and the
transition from the economic to the political sphere of integration. The first such project was
launching common foreign and security policy, and within it the European defence policy.
The successful development of these two policies is prevented by the fact that the EC member
states have entrusted NATO with their defence ever since the beginning of the European
integration process.
The EC/EU enlargement policy has been in accordance with the goals and priorities of
the European integration process from the beginning. The tendency shift of the integration
process after the Cold War has caused the change of character of this policy. At that point, it
experienced rapid development and the enlargement process became the priority for the
Union, but its character has changed in a negative way, and it no longer possesses the true
spirit of the European integration process. It developed from the economic-market into the
policy of geopolitical principles and criteria. Since The Maastricht Treaty, the enlargement
policy has had to be in accordance with foreign and security policiy of the newly established
Union, since both of them were a part of the external actions of the Union. Given that the
common foreign and security policy was in accordance with the NATO's policy, which was
confirmed in the founding treaties of the Union, it was inevitable that the enlargement policy
is now under the control of NATO. Thus, both the EU enlargement process and NATO
enlargement process have become two parallel, coordinated and conditioned processes.
The overall impact of the enlargement process on the European integration process is
undoubtedly positive due to the fact that the enlargement increased the number of participants
in the integration process and the number of EU policies which were initiated. Each
enlargement had a different effect on the integration process, but the Eastern enlargement
posed the biggest challenge. Thereby the enlargement process translated Western European
integration process into the European integration process. It did provide the Union with the
position of global economic, but not politico-security actor. It is difficult to imagine the
European Union as an independent global political actor in the foreseeable future as the Union
itself, that is, the member states have not yet determined the ultimate goal of the European
political integration and they do not possess a unified position on what they want out of the
enlargement policy and common foreign and security policy
