Утицај политичких странака на процес друштвене и политичке интеграције националних мањина у републици Србији (2000-2016)

Abstract

Ослањајући се на теоријска упоришта мулиткултурализма и либералне теорије мањинских права рад полази од питања: Да ли су политичке странке допринеле друштвеној и политичкој интеграцији националних мањина у Републици Србији (2000-2016)? Предмет истраживања јесте изучавање утицаја политичког представљања на процес интеграције националних мањина. Циљ рада је да покаже да, у случају Републике Србије, изабран модел остваривања права на политичко представљање националних мањина није допринео повећању степена интеграције, смањењу етничке дистанце међу заједницама и развијању интеркултуралне сарадње. Полази се од претпоставке да, иако је намера доносиоца одлука била да се применом постојећег модела политичког представљања обезбеди заштита и развој идентитета мањина, превелик фокус на етнокултуралне специфичности доводи до (не)намераване последице- механизми заштите и представљености националних мањина су уместо интеграције довели до сегрегације заједница. Кроз анализу остваривања права на културну аутономију и политичко представљање, социоекономског статуса националних мањина и програмских начела странака одређени су индикатори интеграције и креирани индекси политичке и друштвене интеграције националних мањина. Резултати истраживања указују да је политика интеграције у Републици Србији заснована на начелима сегрегативног мултикултурализма. Са променом политичког система улази се у фазу редефинисања националних и политичких идентитета, која је праћена хомогенизацијом српске заједнице и националних мањина. У оваквим околностима долази до јачања мањинских национализама, који представљају одговор на већинско грађење нације, што коначно резултира затварањем националних заједница, продубљивањем неповерења и повећањем етничке дистанце између већине и мањине, али и међу мањинама.

Relying on the theoretical foundations of multiculturalism and liberal theories of minority rights, the work starts from the question: Did political parties contribute to the social and political integration of national minorities in the Republic of Serbia (2000-2016)? The subject of the research is the influence of political representation on the process of integration of national minorities. The aim of the paper is to show that, in the case of the Republic of Serbia, the chosen model of exercising the right to political representation of national minorities did not increase the degree of integration, reduce the ethnic distance between communities and develop intercultural cooperation. The work starts from the assumption that, although the intention of the decisionmakers was to ensure the protection and development of minority identities by applying the existing model of political representation, too much focus on ethno-cultural characteristics led to(un)intended consequences - the mechanisms of protection and representation of national minorities caused segregation instead of integration. Through the analysis of the implementation of the right to cultural autonomy and political representation, but also through the socioeconomic status of national minorities and the party’s programmatic principles, integration indicators were determined and indices of political and social integration of national minorities were created. The research results indicate that the integration policy in the Republic of Serbia is based on the principles of segregative multiculturalism. With the change of the political system, national and political identities were redefined, and this process was accompanied by the process of homogenization of the Serbian community, but also by the process of homogenization of national minorities. Such circumstances brought aboutthe rise of minority nationalisms, as a response to majority nation-building, which ultimately resulted in the closure of national communities, in the deepened mistrust and increased ethnic distance between the majority and the minority, as well as among different minorities themselves.
