Утицај Немачке на политику проширења Европске уније на Источну и Југоисточну Европу

Abstract

У дисертацији је испитан утицај Немачке на политику проширења Европске уније. Да би смо оценили утицај једне од чланица на политику ЕУ, било је неопходно указати на структуру и истражити карактер политике проширења Уније. Дошли смо до закључка да у овој фази развоја, државе чланице имају одлучујућу улогу у спровођењу ове политике. Затим, проучавајући положај немачке после уједињења, чиме је, како сматрамо, постала најмоћнија држава ЕУ и њену улогу у отклањању последица светске економске кризе, када је та моћ јасно изражена, потврдили смо претпоставке да Немачка данас има одлучујући утицај у Унији, па самим тим и на политику проширења. Дошли смо до закључка да ће Немачка на одлучујући начин утицати на даља проширења Европске уније на Источну и Југоисточну Европу и да ће се та проширења спроводити у складу са њеним интересима. У циљу потврде ових претпоставки, спроведена је анкета у којој су учествовали академски истраживачи и експерти из Европе и региона, чији су резултати потврдили постављене тезе. Такође, у раду су коришћени бројни графикони и табеле са релевантним подацима који потврђују увећање економске и привредне моћи, виталност немачке привреде, предност у броју становника, висину контрибуција у буџету Уније, итд. Како је потврђено и у научној литератури, ти фактори су учинили Немачку политички најдоминантнијом државом у Европској унији. Кроз приказ две студије случаја, проширење Уније на Србију и Хрватску, настојали смо да покажемо да су се налази теоријског истраживања потврдили кроз праксу и да Европска унија прати Немчку политику у погледу проширења. Као главни мотив Немачке видимо увећање моћи и сматрамо да ће у наредном периоду Намачка бити главни протагониста, иницијатор и одлучилац, при чему ће Европска унија бити инструмент у спровођењу њених интереса.

The dissertation examines the influence of Germany on the Enlargement Policy of the European Union. To assess the influence of one of the members on EU policy, it was necessary to indicate the structure and explore the character of the Union's enlargement policy. We have come to the conclusion that at this stage of development, Member States have a decisive role in the implementation of this EU policy. Then, by studying the position of Germany after unification, being considered the reason it has become the most powerful country in the EU, and its role in eliminating the consequences of the global economic crisis, when its power was clearly expressed, we have confirmed the assumptions that Germany today has a decisive influence in the Union, as well as on the enlargement policy. We have come to the conclusion that Germany shall have decisive influence onto the further enlargement of the European Union to East and Southeast Europe and that these enlargements will be implemented in accordance with its interests. In order to confirm these assumptions, academic researchers and experts from Europe and the region participated in a conducted survey whose results confirmed the initially given theses. Also, a number of charts and tables with relevant data that have been used in this work confirm the increase in its economic and trade power, the vitality of the German economy, the advantage in the number of inhabitants, the amount of contributions in the budget of the Union, etc. As confirmed in scientific literature as well, these factors have made Germany politically the most dominant state in the European Union. Through the presentation of two case studies, the enlargement of the Union to Serbia and to Croatia, we tried to show that the theoretical research findings have been confirmed in practice and that the European Union follows the German policy with regard to enlargement. We see that the Germany's main motive is to increase its power and we believe that in the coming period Germany will be the main protagonist, initiator and decision maker, with the European Union being an instrument in the implementation of its interests.
