dc.description.abstractСходно закључцима Берлинског конгреса, на којем је потврђена постојећа независност Црне Горе, у састав црногорске државе ушли су: Пива, Дробњаци, Бањани, Језера, Шаранци, дио Васојевића, мањи дио Куча и Ускока, те градови Никшић, Колашин, Подгорица, Бар, Спуж, Жабљак Црнојевића, Плав и Гусиње. Међутим, без обзира на одлуке Конгреса, Османско царство је чинилo све како би онемогућилo да Плав и Гусиње припадну Црној Гори. На тај начин отворена је плавско-гусињска криза, које је окончана након више од двије године, тако што је, под притиском великих сила, османска влада пристала да у замјену за поменуте градове Црној Гори уступи Улцињ. Проблеми у вези са извршавањем одредаба Берлинског уговора односили су се и на црногорско-османску границу, односно на прецизирање граничне трасе описане Уговором на самом терену. Тако су послови на обиљежавању граничне линије између Црне Горе и Османског царства, окончани тек у љето 1887. године. При том је један дио границе око горњег тока Лима, остао нерегулисан све до Првог балканског рата. Значајну улогу у рјешавању спорних питања између Црне Горе и Османског царства имало је црногорско посланство у Цариграду, које је почело са радом 24. августа/5. септембра 1879. године. Поред дипломатског представништва у Цариграду, Црна Гора је у Османском царству имала и представништво конзуларног типа, које се налазило у Скадру. За вријеме побуна српског живља у Доњим Васојевићима 1898. године и у Затарју 1905. и 1906. године, Црна Гора је, без обзира на то што је ове области сматрала својим интересним сферама, дјеловала у правцу смиривања ситуације. Цетињу је било јасно да у околностима, када још није био постигнут договор о формирању заједничког фронта балканских држава против Османског царства, било каква акција на присаједињењу ових територија црногорској држави, не би имала изгледа на успјех. Из истих разлога, црногорска влада није жељела да црногорско-османске пограничне сукобе, који су се догодили у Зети и код Мојковца у љето 1912. године, прерасту у окршаје ширих размјера. Насупрот свом мирољубивом држању у вези са дешавањима у Доњим Васојевићима и Затарју, Цетиње је, у својој великој жељи да овлада сјеверном Албанијом и Скадром као њеним средиштем, настојало да устанак Малисора из 1911. године, као и онај знатно мањег обима из 1912. године, искористи за остваривање наведеног циља. Но, без обзира на свесрдну помоћ коју су устаници имали из Црне Горе, ствари се нијесу окончале у складу са жељама Цетиња.sr
dc.description.abstractIn accordance with the conclusions of the Berlin Congress, which confirmed the existing independence of Montenegro, the following areas entered the Montenegrin state: Piva, Drobnjaci, Banjani, Jezera, Saranci, part of Vasojević, smaller part of Kuči and Uskok, and the cities of Nikšić, Kolašin, Podgorica, Bar, Spuž, Žabljak Crnojevića, Plav and Gusinje. However, regardless of the decisions of the Congress, the Ottoman Empire did everything to prevent Plav and Gusinje from belonging to Montenegro. In this way, the Plavsko-gusinjska crisis, which was completed after more than two years, was opened in a way that, under the pressure of great powers, the Ottoman government agreed to grant Ulcinj in exchange for the mentioned cities in Montenegro. Problems related to the implementation of the provisions of the Berlin Treaty concerned the Montenegrin-Ottoman border, that is, to specify the border route described by the Treaty on the ground. Thus, the works on the marking of the border line between Montenegro and the Ottoman Empire ended only in the summer of 1887. In addition, a part of the border around the Upper Lim stream remained unregulated until the First Balkan War. A significant role in resolving the controversial issues between Montenegro and the Ottoman Empire had a Montenegrin mission in Istanbul, which started working on August 24/5 September 1879. In addition to the diplomatic representation in Constantinople, Montenegro also had the representation of the consular type in the Ottoman Empire, located in Shkodra. During the rebellion of the Serbian people in Donji Vasojevići in 1898 and in Zatarje in 1905 and 1906, Montenegro, regardless of the fact that these areas were considered by its own spheres, acted to calm the situation. It was clear to Cetinje that, in circumstances where an agreement on the formation of a common front of the Balkan states against the Ottoman Empire had not yet been reached, any action on the attachment of these territories to the Montenegrin state would have no prospect of success. For the same reasons, the Montenegrin government did not want the Montenegrin-Ottoman border conflicts, which took place in Zeta and Mojkovac in the summer of 1912, to become wider in size. Contrary to Cetinje’s peaceful attitude regarding the events in Donji Vasojevići and Zatarje, in its great desire to dominate northern Albania and Shkodra as its center, Cetinje tried to use the Malisorian uprising in 1911, as well as the one of much smaller volume from 1912 , to achieve the stated goal. However, regardless of the whole hearted help that the rebels had from Montenegro, things did not end in accordance with the wishes of Cetinje.en
