dc.description.abstractПриватизација безбедности у Србији и Хрватској спроведена је у специфичном контексту који је утицао на смер и динамику развоја сектора приватне безбедности. За разлику од циљно спроведене приватизације безбедности у западној Европи и САД, у ове две државе одвијао се процес стихијске приватизације овог сектора. Процес либералне изградње мира на западном Балкану, у друштвима Србије и Хрватске дефинисао је контекст у коме се одвија приватизација безбедности. Специфичне предуслове за развој овог сектора имамо и у форми „друштвене самозаштите“, својеврсног социјалистичког концепта који се својинском трансформацијом нашао на тржишту нудећи услуге обезбеђења и такмичећи се са новонасталим фирмама. За разумевање овог феномена важно је нагласити да су процеси политичких и економских реформи спровођени током и по окончању грађанског рата, а у условима изолованости међународним санкцијама. Тако су тржишно отварање и политички либерализам у затвореним и недемократским заједницама погодовали стварању одређених клијентелистичких односа између фирми за обезбеђење и партија на власти. С друге стране, Србија и Хрватска, иако деле већину предуслова, разликују се у чињеници да је у Хрватској увек постојала одређена законска уређеност овог сектора, док у Србији, у периоду од 1993.-2013. године, овај сектор није био законски уређен. У том кључу се може интерпретирати већи степен интегрисаности сектора приватне безбедности у Хрватској од чињеничног стања у Србији. У раду је посебан део посвећен објашњењу механизма клијентелистичких односа и тржишних малверзација, те је указано на сличности у овим праксама у обе земље. С друге стране анализирани су и контролни механизми којима располаже држава, са закључком да су ти механизми ретко и селективно употребљавани, у циљу очувања постојећих клијентелистичких односа.sr
dc.description.abstractPrivatization of security in Serbia and Croatia was carried out in a specific context that influenced the direction and dynamics of the development of the private security sector. Unlike the targeted privatization of security in Western Europe and the United States, the process of uncontrolled privatization of the sector was implemented in these two countries. The process of liberal peace-building in the Western Balkans has defined the context in which the privatization of security takes place in Serbian and Croatian societies. Specific preconditions for the development of this sector can be found in the form of "social self-protection", a kind of socialist concept that has emerged on the market due to ownership transformation, offering security services and competing with newly emerging companies. In order to understand this phenomenon, it is important to emphasize that the processes of political and economic reforms have been conducted during and after the end of the civil war, and in the conditions of isolation imposed by international sanctions. Thus, market opening and political liberalism in isolated and undemocratic communities favored the creation of certain clientelist relations between security firms and political parties in power. On the other hand, Serbia and Croatia, despite having the majority of preconditions in common, differ in the fact that a certain legal framework has always existed in Croatia, whereas in Serbia, in the period 1993-2013, this sector was not legally regulated. A higher degree of integration of the private security industry in Croatia can be interpreted accordingly, compared to the factual situation in Serbia. A special part of this study is dedicated to the explanation of the mechanism of clientelist relations and market malversations, and similarities in these practices are emphasized. On the other hand, the control mechanisms at the disposal of the state were analyzed, with the conclusion that these mechanisms were rarely and selectively used in order to preserve existing clientelist relations.en
